EU tender for collection, transport, recovery + disposal with container provision

of RECYCLABLES (LOT 1 + 2) + DOCUMENTS RELEVANT TO DATA PROTECTION (LOT 3) at TUM Campus GARCHING + Campus MUNICH + other TUM locations

General Infps for LOTS 1-3 - LOT 1: Value. TUM GAR

The Technical University of Munich (TUM or TU Munich) is the only technical university in Bavaria. With approximately 48,000 students, it is the second largest technical university in Germany (TU 9). Its headquarters are in Munich.

The TUM Technical University of Munich has three main campuses and several other locations: the main campus in downtown Munich, the research campus in Garching and the Science Center for Nutrition, Land Use and Environment in Freising-Weihenstephan.

TUM processes, recycles and disposes of its waste on the basis of the Act to Promote the Circular Economy and Ensure the Environmentally Friendly Management of Waste (Closed Substance Cycle Management Act - KrWG), the Bavarian Waste Act (BayAbfG), the Commercial Waste Regulation (GewAbfV) and the General Data Protection Regulation (GDPR) in conjunction with DIN 66399.

In this case, all waste generated on the entire TUM area is collected and transported in accordance with the law and, if possible, fed into a system for material or energy recycling on the legal basis.

The tendered services, recyclables and data protection-relevant documents are provided by TUM for the location GARCHING (Lot 1), MUNICH (Lot 2). GARCHING + MUNICH location (at lot 3) and other associated TUM locations will be reassigned according to the tender documents as of January 1, 2024. TUM tenders the services to be provided in three lots, whereby one, two or three lots can be bid on as part of the tender. The service is awarded in lots with legally independent contracts.

The services will be advertised in three lots:

LOT 1: RECYCLABLES at TUM Garching

(a) the collection, transport and recycling of recyclable materials to the disposal and recovery facility

b) Provision and rental of waste containers (emptying containers and containers) according to the container directory of the TUM GARCHING site.

LOT 2: RECYCLABLES at TUM Munich

(a) the collection, transport and recycling of recyclable materials to the disposal and recovery facility

b) Provision and rental of waste containers (emptying containers and containers) according to the container directory of the TUM location MUNICH + other locations.

LOT 3: DOCUMENTS RELEVANT TO DATA PROTECTION at TUM Garching +

TUM Munich and other locations

a) the collection, transport of data protection documents to the destruction facility with service.

b) Provision of waste containers (data protection containers) according to the container directory of TUM Garching + TUM Munich + other locations.

At the start of the order, new containers (see specifications in Appendix 11 with pictures) with the same design must be installed at the respective locations, i.e. also in the specified lid colors, technical design and uniform stickers according to TUM specifications. The implementation must be completed by 31.03.2024 at the latest after the contract has been signed (maximum transitional period for the contractor).

Proof of the availability of the vehicles used:

For the proper and environmentally friendly transport of the waste according to the detailed information or proofs, the use of vehicles, including the drive and pollutant class (at least Euro standard 6 until 31.12.2026 at the latest), is carried out according to the following logistics concept:

As part of the implementation of the "Clean Vehicle Procurement Act", the following binding logistical implementation concept exists:

Phase 1: From the start of the contract until 31.12.2026 at the latest, with the use of vehicles with at least Euro standard 6 drive or use of vehicles with alternative forms of propulsion with e-drive, hydrogen propulsion or approved eFuel propulsion.

Phase 2: From 01.01.2027 at the latest, vehicles with alternative propulsion (e-drive or hydrogen propulsion or approved alternative propulsion with eFuel) must be used.

The certificates for all facilities and branches and trucks for the proper and environmentally friendly transport of waste. Here: detailed information about the vehicles used, including the emission class; at least Euro standard 6.

- In the case of Lot 1 and Lot 2, the permits of the premises and registered collection vehicles.

and otherwise

- in the case of LOT 3, additional proof of the availability of a suitable and certified according to GDPR and DIN 66399:

a) Transporter trucks with 3.5 tons to 7.49 tons with lifting platform and

b) a truck with the required body / with or without mobile system and

c) all necessary legal permits / certificates for all permanent establishments or destruction facilities

Note on a bridging concept:

If at present and at the time of submission of the bidding documents the proof of the required availability of the technical equipment (e.g. new containers according to ANNEX 11, transporters, etc.) is missing, the contractor must submit the evidence of their binding procurement and enclose it in a bridging concept.

For the transitional period (until 31.03.2024 at the latest), i.e. from the start of the contract until the technical equipment is available, the entrepreneur must enclose a coherent bridging concept (provision concept) with the bidding documents.

TUM reserves the right to evaluate the bridging concept for practicability as part of the bid evaluation. TUM can reject the bridging concept in the event of incompleteness and a lack of practicability and thus exclude the bidder from further evaluation of the offer.

The award criteria are based on the following evaluation matrix (shown in abbreviated form):

LOT 1-3 - max. 160 points

- Price (max. 100 points)

- Distance from TUM to the permanent establishment (max. 10 points)

- Removal of TUM to recycling or recycling Destruction plant (max. 10 points)

- Complaint management (max. 10 points)

- Qualification (max. 5 points)

- Social aspect (max. 5 points)

- Sustainability measures (max. 10 points)

- Use of alternative drives (max. 10 points)

(a) the collection, transport and recycling of recyclable materials to the disposal and recovery facility

b) Provision and rental of waste containers (emptying containers and containers) according to the container directory of the TUM location MUNICH + other locations.

LOT 3: Documents relevant to data protection

a) the collection, transport of data protection documents to the destruction facility with service.

b) Provision of waste containers (data protection containers) according to the container directory of TUM Garching + TUM Munich + other locations.
