Målselv Municipality would like to award a building and construction concession/service concession to a supplier (hereafter called tenderer) who will take on the total responsibility for the engineering design services, construction, ownership and operation of a high speed broadband network, with a capacity of minimum 30/10 Mbit to private customers, companies and public buildings from Holt to the municipality border, Balsfjord in Tamokdalen and all of Rostadalen, and to the tenderer who requires the least grant from the municipality to develop, own and operate this.
Målselv Municipality would like to award a building and construction concession/service concession to a supplier (hereafter called tenderer) who will take on the total responsibility for the engineering design services, construction, ownership and operation of a high speed broadband network, with a capacity of minimum 30/10 Mbit to private customers, companies and public buildings from Holt to the municipality border, Balsfjord in Tamokdalen and all of Rostadalen, and to the tenderer who requires the least subsidy from the municipality to develop, own and operate this connection to holiday homes must be priced separately, as subsidies are not given for this Målselv Municipality owns street light routes on parts of the stretch. Otherwise it is up to the Contractor to choose how to convey the cables. Tenderers must obtain permission to use third parties' land and/or infrastructure before a tender is submitted. Confirmation of this must be attached to the final documentation. Tenderers must carry the extra costs involved if a landowner will not voluntarily consent to excavation and/or relinquishing their land, so that the right to lay cables must be acquired by expropriation, or the cables must be laid in the sea in order to get past the property.
NS 8407:2011 will form the basis for the signing of the contract.
Tenderers are allowed to use other sub-suppliers for all/parts of the delivery if they would like to do so. The prerequisite is that the system must be seen as one delivery from the builder's side.
Tenderers have a duty to inform and state whether the delivery specifications have shortcomings as regards functionality/applications/work/other things required to deliver a complete, installed, fully functional system in accordance with the requirement specifications.
All tenderers will be treated confidentially. Information on prices, etc., will, therefore, not be distributed beyond what is necessary for evaluating the tenders.
Tenderers must checked that received documents include all pages and annexes as stated in the table of contents. If pages and/or annexes are missing, or are unclear, the tenderer must contact the Contracting Authority's contact person in writing.
Costs incurred by the tenderer for the preparation and follow-up of their tender will not be refunded.
Development area. The area is described on the map, which is part of this Annex A. NB! Note that large parts of the centre of Holt have been developed.
