The purpose of this assignment is to enter into an agreement with a “leasing firm” that will be responsible for the operational leasing of vehicles for police purposes. The agreement is concluded for a period of four (4) years and can then be extended under common agreement for a further period of four (4) years. The maximum duration is therefore 8 years. Please note that a distinction must be made between the duration of the lease agreement from which vehicles can be taken from during that period and the agreed duration of the lease of the vehicle (e.g. 100,000 km or 5 years). The leasing of the vehicles continues to continue according to the conditions laid down by vehicle, even if it would be decided not to renew the contract purchase of vehicles after four (4) years.

However, the PZ Regio Turnhout reserves the right to terminate the contract purchase of vehicles early if the supplier does not comply with the provisions of this specifications. The notice period is set at 3 months.

In the various parts of the cutlery, brands are mentioned, for example, the item basket of the award criterion price. If a brand name is mentioned, it will always be read as 'or equivalent'.

The fleet of the PZ Regio Turnhout currently consists of 67 vehicles, 24 of which are in leasing. Since the PZ Regio Turnhout wants to focus more on leasing of vehicles in the future and wants to reduce the number of vehicles in ownership, it will benefit from having a single point of contact for the follow-up and ordering of vehicles. The leasing of vehicles also gives the advantage that in case of failure of a vehicle due to an accident (perte total), a replacement of the vehicle can be made faster. Furthermore, bringing the fleet into leasing provides the following advantages:

* Known cost when drawing up the budget.

* Rejuvenation of the fleet.

* Reduction of CO2 and particulate matter emissions.
