This consultation concerns a framework agreement executed by means of subsequent contracts for the realization of project management missions for the monitoring of asbestos removal, deconstruction and pollution source management work of the "EDF - sofilo Transpole Site" operation in Lille.
As an indication, the first subsequent contract would relate to the project management relating to the dismantling of the superstructures. The following subsequent contracts would be for the management of concentrated pollution sources. This pollution management will require additional investigations to accurately identify the sources of pollution and characterize areas not yet investigated due to the current configuration of the site.
the European Metropolis of Lille and the city of Lille have asked the EPF Hauts de France to acquire land including tertiary buildings and which in the past has hosted a gas plant (plots KM 181, 185, 196 and 178 with a surface area of 17,500 square meters) and to carry out the deconstruction work.
the European Metropolis of Lille and the city of Lille are indeed engaged in a process of reducing brownfield sites. Located in the Vauban district, south of the citadel of Lille, this former energy production site has been vacant for several years.
resulting from preliminary studies, a Programmed Development Orientation (OAP) included in the Plu² project provides for the construction of 400 housing units on approximately 30,000 square meters of floor space, 35% of which are LLS and 20% social access. The development of the site must also include a large landscaped common space in the heart of the block of 9000 square meters, connecting the streets Charles de Muyssaert and Roland.
To date, no operator has been identified for the development of this site. A call for projects will soon be launched by the MEL to designate the operator.

A business processor integrates the real estate complex. It supplies part of the commune of Lille and will remain the property of EDF.
The site successively supported a former gas plant operated from 1867 to 1929, then was converted into a gasometric station, a relaxation station and an electrical substation operated until 1976. The site then hosted a customer and operating agency (edf gdf Services then Erdf).
The programme of the operation defines works including asbestos removal, deconstruction and management of pollution sources.
