The framework agreement will commission road maintenance-related electrical control and expert service work for projects in the L area of the ELY Centres' L area throughout Finland in 2023–2024. In addition, the agreement includes an option for the years 2025–2026.
The framework agreement is divided into four geographical areas according to the procurement areas of the ELY Centres. The framework contract can be used in all procurement areas, both in the procurement areas and in the procurement areas. the L-responsibilities of the ELY Centres belonging to the procurement area.
Road maintenance procurement is concentrated in four different procurement areas:
1. The southern procurement area includes the areas of the ELY Centres in Southeast Finland, Uusimaa and Häme, and the ELY Centre for South-Eastern Finland acts as the Procurement ELY Centre.

4. The northern procurement area includes the areas of the ELY Centres of Lapland, North Ostrobothnia and Kainuu, and the ELY Centre for Procurement is the Lapland Centre for Economic Development, Transport and the Environment.
Southern Sourcing AreaThe framework agreement will commission road maintenance-related electrical control and expert service work in the southern procurement area in 2023–2024. In addition, the agreement includes an option for the years 2025–2026.
The assignments include, for example, the following sub-tasks in accordance with the operating instructions of the ELY Centres in the southern procurement area:
- electrical supervision and expert services
- participation as an expert in separate planning meetings and reviews
- inspection of road lighting, pumping station and electrical plans;
- checking the final documentation of road lighting and pumping station contracts
- cross-country inspection of road lighting asset data and pumping station supply cable data and digitization into the client's asset management system (KeyLight)
- tasks at the tendering stage of design assignments and tasks related to work supervision
- supervision of road lighting and pumping station maintenance, investment and renovation contracts, including off-road visits, as well as the tasks of the tendering phase of the contracts and tasks related to the supervision of work;
- the role of safety coordinator for road lighting and pumping station maintenance, investment and renovation contracts;
- electrotechnical commissioning inspections of road lighting and pumping stations
- other field visits related to the inspection of electrical work
- other separate expert work related to electrical matters at the ELY Centre
In addition, through this framework agreement, separate tasks related to the supervision and professional services of electrical matters can be ordered:
- research and development tasks;
- other expert services (e.g. preliminary studies, cost estimates, expert opinions, risk assessments and analyses, etc.)
- project secretary duties, etc. auxiliary tasks
Em. the work includes all stages of work.
The service provided by the company must cover all the tasks mentioned in Annex 5 to the contract.
A maximum of 3 framework contract suppliers/sub-areas (parts 1 to 4) shall be selected for a framework agreement, unless there are fewer tenderers or fewer eligible tenders that meet the requirements of the suitability of the tenderers. Tenders are made for each procurement area and tenders can be submitted for one or more procurement areas.
As a framework contract operator, a company may not act as a contractor or designer in the client's road lighting and pumping station contracts at sites where it acts as the contractor of the framework agreement.
