The consultancy services requested are divided into the following competence areas:

1) Project manager/consultancy,

2) System development,

3) Testing and

4) Architecture and solution specification.

Individual competitions will be implemented for each individual competence area.

The Contracting Authority wants to enter into parallel framework agreement in each of the four competence areas.

Pensjonstrygden for sjømenn [Pension Insurance Institution for Seamen] is a statutory public service pension scheme for works at sea. It’s main purpose is to yield the seaman pension from 60 years of age up until the previously common pension age in Folketrygden [the National Insurance], 67 years. The scheme is administered by the Pension Insurance Institution for Seamen, PTS.

The Pension Insurance Institution for Seamen has in recent years carried out significant IT upgrading and adaptation of the organisation in order to deliver according to their business strategy and letter of award in a cost efficient manner.

PTS has further need for significant changes/adaptations in the coming years. These changes are primarily due to:

— adaptations to new laws for the Pension Insurance Institution for Seamen,

— digitising/improving efficiency due to the government’s Digital agenda for Norway and the requirements from EU’s new personal protection legislation,

— further automation case management processes with the help of robot technology,

— general upgrading needs.

Hence PTS has a need for external assistance in the implementation of the IT measures that will be necessary to implement during the coming years.
