18008 - dismantling tank farm Bremen Farge - engineering services for planning, tendering and monitoring (HOAI LPH 3 - LPH 8).
The order includes engineering planning, tendering, monitoring and documentation of the orderly, recycling-compatible dismantling of the entire tank farm with disposal, utilization planning and management, including the partial backfilling of underground building and plant parts with recycling materials to be processed on site, in a total of 4 temporal and spatial sections.
According to HOAI, service specification of object planning and engineering structures, partial services of design and approval planning, as well as the complete implementation planning, the preparation and cooperation of the awards and the construction supervision including local construction supervision are to be provided. In the course of performance level 1, the following special services must be performed:
Concept for sampling during construction, concept for the use of the existing infrastructure, occupational safety and security plan, immission forecasts with avoidance concept, concept for preserving evidence from neighboring buildings, updating of the dismantling, disposal and recycling concept, application for water rights permits.
The RBBau performance levels 1 (LPH 3 and 4 according to HOAI), performance level 2 (LPH 5 according to HOAI), performance level 3 (LPH 6 and 7 according to HOAI), and performance level 4 (LPH 8 according to HOAI) require the following in addition to the basic services special services:
Cross-object, integrated construction process planning, coordination of the overall project, drawing up the process planning, updating, monitoring of: occupational health and safety plan, dismantling and disposal concept, pollutant register, accompanying sampling concept, elaboration of the necessary documents for the implementation of participation competitions, local construction supervision, monitoring for compliance with the Waste disposal concept, including management, creation, signature of electronic waste records for hazardous and non-hazardous waste.
The measure is based on the approved EW construction document. Further documents are available, including building pollutant register, dismantling and disposal concept, expert opinion on species protection, inventory plans for buildings and plant parts, as well as a rough schedule. These are to be adapted, updated and supplemented in the course of the planning services.
The client will involve other specialist areas in the implementation of the measure, including species protection, construction supervision, measurement, sampling and laboratory services, safety and health coordinator, structural planning where necessary, ordnance disposal service. These are to be coordinated by the contractor in the planning and implementation process.
In some areas there are contaminated sites in the ground and groundwater, which are being remediated by a separate order. In the course of the total dismantling of buildings and technical facilities, contaminated soil can be expected in some affected areas in the course of earthworks. Soil replacement in these localized areas is also part of the scope of the order.
The sequence of the dismantling measures is carried out in coordination with all parties involved, taking into account the maintenance of existing infrastructure and the requirements of species and nature conservation. The chronological sequence is to be divided as possible between 4 lots from 2020 to 2026, in which the Lower Saxony part of the site is combined in a separate lot.
