— Specialist planning according to HOAI part 4, section 2, § 55 of the technical equipment for the anl.sizes 1 to 8 with focus on laboratory planning, LPH 1-9,
— Consulting services according to HOAI anl. 1.2, building physics: thermal insulation and energy balancing, LPH 1-7,
— Special achievements in all performance figures.
The state of Schleswig-Holstein intends to build an institute building for the Biology section for the purpose of research and teaching on the campus of Kiel University of Kiel.
The development plan currently under construction for this area shapes the building law requirements.
The new Biocenter is planned with direct connection to CeTeB and will host the Zoological Institute, the Institute of General Microbiology, the Botanical Institute and the Plant Breeding Department of the Faculty of Agriculture and Nutritional Sciences. Teaching and seminar rooms, research and administration areas as well as areas of residence and communication are created for the study programs in biology.
The floor plan structure is intended to promote interdisciplinary cooperation between individual institutes and working groups and the flexibility of use in the greatest possible way.
Due to the size of the project, it is planned to divide the measures two time-independent construction phases (BA) to optimize the execution and construction process. In design planning, a sensible separation of the structure into individual sections will have to be taken into account for this purpose.
The client pays particular attention to sustainable construction and is committed to the principles of sustainable construction. In addition to the desired certification of the sustainability of all new buildings on the site, an overarching overall concept for energy supply of renewable energies will be incorporated. Sustainability certification according to the criteria of the German Sustainable Building Association (DGNB) and the Sustainable Building Assessment System (BNB) in silver is required for the new construction of the biocenter. The goal of climate neutrality in the state of Schleswig-Holstein is thus significantly accelerated.
In the course of the negotiating process, the client will ask the selected bidders to submit a work sample on the structural solution, laboratory concept and façade design, as well as to design sustainability and realization in 2 BA.
The work sample is remunerated with an expenditure flat rate upon completion of the procedure. The awarded bidder does not receive any remuneration for the preparation of the work sample.
The scope of the services is issued as a call order according to partial services and service phases HOAI.
Planning services according to HOAI are awarded in stages (see SOW). The first stage includes Lph 1 to 2 for the 1st and 2nd BA. In this 1st stage, the eligible costs are cumulated. From Lph 3 onwards, the eligible costs will be considered by construction phase if the same Lph of the 1st and 2nd BA is not retrieved within 12 months.
The budget for the construction phases is estimated to be EUR 75 million for the 1st BA for KG 200-500 and EUR 50 million for the 2nd BA.
Award procedure:
In phase 1, applicants submit the application for participation with the required evidence. The requests to participate will be checked and the number of admitted applicants will be limited.
In phase 2, the admitted applicants submit the initial offer including work sample. This is followed by a negotiation interview with presentation of the work sample and the submission of the final offer. The AG reserves the right to request follow-up offers.
Project dates:
Submission of preliminary draft LPH 1 and 2 for the 1st and 2nd construction phases until 12/2022
Installation of FU-Bau (1.BA) until 04/2023
Start of construction (1st BA): expected in 2025
Handover of construction (1st BA): expected at the end of 2029
