This opinion relates to a competitive dialogue procedure defined by Articles L. 311-10 et seq. of the energy code concerning the construction and operation of an offshore wind farm off Normandy. It will be up to the candidates to propose innovative solutions making it possible to make the most of the proposed area, taking into account the various constraints, in particular on the environmental level, as well as in terms of impact on the landscapes and visibility from the coast. Particular attention will be paid to potential negative environmental impacts in order to reduce, avoid and compensate for them. The perimeter will be adjusted during the procedure on the basis in particular of the consultations, studies carried out and exchanges carried out with the candidates. The successful candidate benefits from an additional remuneration contract, under the conditions that will be specified in the specifications and in accordance with the commitments contained in this candidate's offer.
