Description:

Delivery, commissioning and maintenance of the SGB II specialist application for the Mainz-Bingen job center

The object of performance after the conclusion of the contract (award) is the detailed planning, delivery / creation, commissioning, training and system service (maintenance) of the specialist application (application software) for the provision of the services in connection with the basic security for jobseekers according to SGB II for the job center of the client .

This includes in particular the following services:

- Creation of a detailed concept;

- Delivery (permanent licensing) of standard software or creation / adaptation of the software to meet the functional requirements of the software to be delivered;

- installation of the software;

- training measures;

- Complete migration of existing data, including historical case development data from the old system, without media disruption;

- maintenance of the software;

- Provision of a user hotline.

The district of Mainz-Bingen plans to replace the currently used "comp.ASS" procedure from the provider Prosocial, Koblenz, to provide services in connection with the basic security for job seekers according to SGB II with a new system that will cover the technical, legal and procedural Specifications of the affected departments are supported in the best possible way (complete system) and possible optimization measures through digitization, automation, integration with and in upstream and downstream processes and solutions as well as best-practice processes with workflow support.

Public administration is increasingly called for under the heading of "eGovernment" or "digital administration". This manifests itself not only in the Online Access Act (OZG), but also in the area of social administration, among other things, in adjustments made by the federal eGovernment Act in Book I and Book X of the Social Code, which also apply indirectly to Book II of the Social Code (e.g. B. electronic notification according to § 37 SGB X). This particularly affects the district of Mainz-Bingen as an approved municipal body according to Section 6 a SGB II. The strategies and stipulations of the district must be taken into account.

In view of these increasing demands on the SGB II specialist procedure, the procurement of a new specialist procedure is necessary.

The commissioning also includes the migration of existing data with their referential integrity, the implementation project including project management and the subsequent maintenance (system service) over 4 years.
