Office for Transcultural Diversity Development

In accordance with the Cultural Promotion Plan 2019-2023 drawn up by the MKW, cultural participation is to be strengthened and support measures readjusted or further developed. For this purpose, an overall concept was developed in a participatory process by Unit 425 of the MKW, which follows the goal of reducing disadvantages on the basis of skin color, origin, gender, disability, age or sexual identity and creating equal opportunities. This is based on the attitude that diversity must be understood and shaped as a "normal state" and thus as a cross-cutting issue in all areas of cultural promotion and the cultural sector.

The overall concept was published on 24.06.2021 with presentation in the Committee for Culture and Media of the NRW State Parliament. It provides for three levels of action to which concrete measures and implementation steps are assigned.

The content-strategic level is primarily aimed at an internal development process that identifies and reduces barriers to access in the promotion of culture and raises awareness of the topic of diversity. The dialogue process that has begun is to be consolidated and a self-image for diversity of the Ministry of Culture and Science formulated.

At the advisory and qualification level, offers for project promoters, cultural associations, cultural institutions and local cultural administrations are to be expanded and linked with each other.

Since summer 2021, the project (funding) level has included the new funding programmes "Diversity Fund NRW", "New Normal" and "Supplement Accessibility"

In addition, there is the promotion of nationwide pilot projects and third-party programs.

At action level 2, the installation of a "Specialist Office for Transcultural Diversity Development" (working title) is planned. For this purpose, a suitable provider is being sought who will provide the following service modules on behalf of the MKW and thus support the further implementation of the overall concept:

1. Information, advice and qualification of cultural institutions, municipal cultural administrations and regional associations

2. Support of the new funding programmes "New Normal" (as programme office) and "Diversity Fund NRW"

3. Organisation of a specialist congress "Diversity and Participation" in 2022 and 2024

In particular, the Contractor shall perform the following services:

1. Module: Information Advice and qualification of cultural institutions, municipal cultural administrations and regional associations

Period: from order placement to April 2024

Advice and qualification in the field of transcultural diversity development of cultural institutions, municipal cultural administrations and regional associations in the field of culture is one of the core tasks of the department.

2nd component: Support of the new funding programmes "New Normal" and "Diversity Fund NRW"

Period: from order placement to April 2024

The programme "New Normal - Diversity Development in Cultural Institutions" promotes the development, expansion and testing of concepts for the diversity-sensitive opening of cultural institutions. The aim is to break down barriers and disadvantages for underrepresented groups in the cultural sector (e.B people with a history of immigration, people with disabilities, BIPoC (Black, Indigenous, People of Color), older people or LGBTIQ*) and to create new approaches. In the institutions, structural and sustainable change processes are to be initiated that enable equal and non-discriminatory participation.

Service module 2 includes the support of the "New Normal" funding programme as a programme office. As such, the contractor accompanies the various phases of a funding cycle (application, kick-off, implementation, evaluation). The "New Normal" funding programme is currently being announced every two years. The first call for proposals was made in 2021 for funding in 2022 and 2023. In the first round of funding, 12 projects were selected for funding by an external jury.

The tasks of the Programme Office are divided into two service modules, each of which stands for a funding round of the programme (2022/2023 and probably 2024/2025). Since the first funding round (2022/2023) of the programme is already in the implementation phase at the time of the conclusion of the contract, the contractor only enters the funding cycle at this time. In the following funding round (expected 2024/2025), the provider will initially take over the preparation/application phase as well as the organization of a kick-off workshop. If the contract is extended from May 2024 to December 2025, the contractor will also take over the tasks of the remaining phases of the second funding cycle (implementation phase, evaluation phase) as well as the preparation and application phase of a possible third funding cycle (expected 2026/2027), which would be due from spring 2025. The performance of tasks within the framework of a third funding cycle depends on the provision of the necessary financial resources for the funding programme in the state budget.

In addition to the tasks as a program office of the "New Normal" funding program, this module also includes support services within the framework of the "Diversity Fund NRW" funding program.

3rd module: Organisation of a specialist congress "Diversity and Participation" (expected dates: end of 2022 and 2024)

Period: from order placement to April 2024

The aim of the two congresses is, on the one hand, to identify starting points for the further development of the overall concept "Diversity and Participation in Art and Culture" of the state of North Rhine-Westphalia and, on the other hand, to pass on impulses to strengthen the topics of diversity and participation in actors from art and culture. To this end, the congress is intended to facilitate professional exchange and best-practice transfer, as well as to present specialist knowledge from experts.

As far as the pandemic situation allows, the congresses should take place as an analogue event, with digital elements. The central panel should also be streamed digitally on the Internet and 1-2 workshops should take place digitally. However, the focus of the event is on analogue implementation. The congresses must also be implementable in a digital format at short notice, if the pandemic situation makes this necessary.

The provision of the following services is not the subject of this tender, but is carried out by subcontractors and must be invoiced separately to the client (estimated cost volume: approx. EUR 40,000):

- Meeting room

- Rental of event technology

- Provision of catering for participants

- Fees for keynote speakers Panelists, speakers and moderators

- Design of public relations work

- Technical support of digital tools

However, the contractor's task of this tender is, in consultation with the client under procurement law (in accordance with § 10 of the draft contract), the selection and commissioning of the subcontractors as well as the monitoring of their provision of services.

The respective subcontract is issued by the contractor in his name, the invoice is issued to the client. The contractor monitors the performance of the subcontractor and transmits all procurement documents in the original to the client after completion of the contract.
