Call for participation requests - supply, implementation of a common DPI to hospitals participating in the market and its maintenance

This contract relates to the supply, the implementation of a DPI and its maintenance.

The purpose of the market is the supply, implementation, recovery of data, training, support and maintenance of an integrated computerized patient record software, multi-sites, multi-approvals, compatible with hospital networks, allowing sharing and securing data within hospitals participating in the market and with all external partners according to the data sharing rules defined by the partners.

The medical project carried by the Phare network, of which the hospitals participating in the market are part of, involves the establishment of an efficient organization guaranteeing the quality of care, patient safety and staff well-being. It is in this context of networking that the three hospitals of the Phare network want to have an integrated DPI information system, support for the overall management of patient processes. This tool must be based on simplification and optimal coordination of existing IT tools. The current information system has reached functional limits that are difficult to overcome. Hospitals wish to evolve towards a single integrated information tool.

Also part of the object:

- project management including change management in the deployment phase;

- the recovery of existing data in the new environment;

- management of the implementation including parameterization;

- the integration of DPI with the existing software of the current information system which will have to interact with the new DPI;

- compatibility with Belgian federal and regional standards (e-health, Walloon health network, BMUC, nomenclature, etc.);

- compatibility with international technological standards (HL7, DICOM, e-Health, RHM, medical devices);

- data security, exchange and traceability (GDPR);

- the transfer of data at the end of the market.

The market relates to a DPI in the form of a single integrated application and comprising the following modules (core of the solution):

1) multidisciplinary DPI;

2) specialty files;

3) agenda;

4) medical mail;

5) results server;

6) prescriptions;

7) ADT movements;

8) patient portal;

9) treating physicians connections;

10) interoperable structured summary;

11) clinical routes;

12) external partners;

13) Clinical datawarehouse;

14) Snomed CT or ICD10.

Module 2 referred to above "specialty files" includes the following specialties:

- emergencies;

- USI;

- internal Medicine;

- surgery;

- delivery and obstetrics unit;

- sleep and wakefulness clinic;

- dentistry and stomatology;

- dermatology;

- dialysis;

- ophthalmology;

- Medically assisted procreation (PMA);

- infectiology;

- radiotherapy;

- genetics;

- geriatrics;

- oncology (COM);

- hospital hygiene.

The service provider must offer a DPI that meets the following Belgian specifications in its various modules:

1) data sharing via Belgian hub and metahub systems;

2) connection with the registers of the e-health services portal of the FPS Public Health. (https://www.ehealth.fgov.be/fr);

3) integration of pricing and billing mechanisms for sending via ADT systems to Belgian insurers (including the INAMI nomenclature and the pricing of drugs and implants);

4) BMUC criteria of the latest version available.

The contracting authority understands by integrated application a solution:

- whose user identification is propagated (“Single Sign-On” principle);
