Description:
Supply of consumables for printing and photocopying devices

1. The subject of the contract is the supply of consumables for printing and photocopying devices, divided into two parts:

1.1. Part 1: supplies of toner and carcasses;

1.2. Part 2: Supply of drums and fusers;

2. Type and quantity, as well as quality requirements relating to at least the main elements of the ordered assortment in the scope of part II. 1 and 2 contain the price form – Annex 3 to the SWZ.

3. The Contractor declares that consumables for printing and photocopying devices, which are the subject of this contract, have all legally required attestations and certificates allowing them to trade in the territory of the Republic of Poland.

Toner and ink supply

The subject of the contract is the supply of toners and inks.

The Ordering Party does not recognize remanufactured products. The materials and products supplied must be brand new, complete, not subjected to any modifications, free from technical and legal defects, originating from official distribution channels, not older than 12 months from the date of manufacture, produced in series in a production cycle in accordance with ISO 14001 and ISO 9001 or equivalent standards.

Under the term "brand new" the Ordering Party understands unused products, made of new elements and mechanisms, non-regenerated, which are responsible for efficient operation and print quality (these elements are, for example, sensors, photosensitive drums, collection strips, shafts and gears, gaskets, nozzle modules, modules-chips signaling the degree of wear of the consumable or expiry date, etc.).

The Contractor undertakes to deliver high quality goods, ensuring compatibility of work with the Ordering Party's devices and stored in appropriate conditions (preserved using the method ensuring the preservation of their properties and technical and operational parameters during storage in warehouse conditions).

The subject of the order should be delivered in the original, unit packaging of the manufacturer. The Ordering Party does not allow the delivery of consumables in collective packaging, the so-called two-packs and multi-packs.

The Ordering Party does not allow offering consumables (in particular inks and toners) with starting capacities.

The Ordering Party requires that the delivered goods be marked in a manner enabling identification of the manufacturer's markings. Outer packaging should contain the name and/or logo of the manufacturer, description of the contents, part number, type/symbol, use-by date, security features used by manufacturers, e.g. holograms. Goods whose identification will not be possible will not be accepted.

If the brand, manufacturer or generic name is indicated in the procurement documents, this should be treated as an exemplary product. The Contractor may offer a product equivalent to the one indicated by the Contracting Entity. Equivalent products must have technical parameters not worse than those specified in the price form - Annex 3 to the SWZ. The use of a replacement consumable must not limit the warranty conditions of the manufacturer of the device for which the products will be used.

Equivalent materials offered must be manufactured in accordance with an integrated quality management system and an integrated environmental management system in accordance with ISO 9001 and ISO 14001 or equivalent standards.

In the scope of Part 1: Equivalent products offered must have yield test reports carried out in accordance with the following standards: ISO 19752 (international standard for measuring yields for monochrome laser toner cartridges), ISO 19798 (international standard for measuring yields for colour laser toner cartridges), ISO 24711 (international standard specifying the methodology for testing ink cartridge yields) for black inks, ISO 24712 (a standard that provides guidance for test pages) for colored inks. Reports must be issued by an independent entity accredited to test products for compliance with the above standards. The contractor is obliged to submit the above reports or equivalent documents together with the offer in the case of offering equivalent products in part 1 of the contract (excluding items in the field of containers for used toners).

The use of equivalent materials must not violate the warranty conditions of the devices, void the warranty and patent claims of the manufacturers of printing devices. Additional information on the subject of the contract can be found in the Terms of Reference.
