The Ministry of Social Affairs and Health (hereinafter ”STM”) and National Institute for Health and Welfare (hereinafter "THL" or “Customer”) request your tender for Quadrivalent Seasonal Influenza Vaccine (hereinafter “article”) belonging to the National Vaccination Programme in Finland. The contract period is one year (influenza season 2019-2020). The extend of the contract (option period) is three years (influenza seasons 2020-2021, 2021-2022, 2022-2023). The Customer can extend the contract one year at a time. Estimated quantity for each influenza season is 1 700 000 doses. Tender that is economically the most advantageous will win the competition. The purpose of STM and the Customer is to procure Quadrivalent Seasonal Influenza Vaccine required and suitable for the National Vaccination Programme in Finland for active immunisation of adults and children from six (6) months of age and older for the prevention of influenza disease. The customer will implement the procurement on STM's side. The roles of STM and customer are described in more detail in section “Presentation of the Contracting Authority”. The subject of procurement and the mandatory requirements relating to it are described in detail in this Call for tenders and its annexes. The contract will be awarded to 1 supplier based on a comparison of tenders. Tenders will be compared in the manner described in section “Grounds for decision” of the Call for tenders. Please note that all times given in the Call for tenders are local time in Finland. Contract Period Estimated quantity for the contract period is 1 700 000 doses. The customer reserves the right to increase or decrease the ordered numbers of doses by up to 20 %. The estimated duration of the contract is 1 year. The Contract period shall enter into force once the contract has been signed, and expire when all contractual duties have been performed. After the contract period, the Customer reserves the right for the option described in section “Information about additional procurement options”.
