Description:
Design of landscape-integrated water buffers in Voeren

The assignment concerns the design of landscape-integrated water buffers to better arm the village centers in the municipality of Voeren against flooding. The sub-areas are located on the Voer, the Noorbeek and the Veurs, watercourses of 1st and 2nd category respectively managed by the Flemish Environment Agency and the province of Limburg. Where useful and possible, the realisation of additional water storage is combined with reducing drought risks, erosion control, wetting measures and ecological stream restoration. The designs take into account and/or contribute to the realization of the nature objectives, the landscape value and the agricultural use in the valley areas and are developed with the participation of the local actors.

The assignment starts from the recently conducted alternative study water buffers Voeren in which several possible buffer locations were investigated and from which seven locations were ultimately selected. Within this assignment, the sub-assignment 'preliminary study and concept sketch' is developed for each of the seven sub-areas. Depending on the results and progress, the preliminary design and land acquisition file are then worked out for five (VH) sub-areas. Finally, for three (VH) selected areas, the follow-up process will be carried out (final technical design, application for an environmental permit, tender file) with the aim of having completed the construction of at least three selected water buffers within the timing of the Water+Land+Schaps project Klimaatrobuust Landschap Voeren (01/02/2023-01/02/2026).

Although a simplified design proposal has already been drawn up in the alternative study for each of the seven sub-areas, it is emphasized that the desired layout has not yet been decided and this proposal must be further developed per sub-area, partly on the basis of the points of attention and preconditions from the alternative research, in order to arrive at a feasible and landscape-integrated design of the water buffers in the short term. The assignment therefore also includes the necessary consultation, the provision of solutions and improvement proposals, making an active contribution to communication and participation, ... to achieve a supported end result.

Open procedure with multiple award criteria with European publication for a service contract.

Preliminary study and concept sketch, preliminary draft, final technical design, permit and tender dossier, including support services and the necessary studies (topographical measurements, EIA exemption application, appropriate assessment, safety coordination, plan preparation, ...) and associated consultations for several sub-areas
