The Bongerd is outdated and the gym does not meet the demand from the associations. The gym needs to be replaced by a sports hall to provide wider opportunities for users. In addition, the municipality wants to expand the accommodation so that a number of users can be added to the building. This is a day care center and civil society organisations (IVN and Refugee Work).
The agreement consists of demolition of the existing building and designing and realising the newly built multifunctional accommodation De Bongerd. Due to the complexity of the project, an integrated contract is deliberately chosen, in this case a Design and Build agreement based on the UAV-GC 2005.
The intended effective date of the agreement is January 1, 2022.
With a D&B agreement, there is a merged assignment because design and execution are included in a single assignment. Introducing implementation knowledge into the design phase aims to better integrate both program of requirements, design and execution. The municipality's aim is to achieve an efficient design to build. In addition to better integration, this generally reduces error chances because there is no transfer from designing party to executive party.
Any subdivision of the contract into parcels would negate the benefits mentioned. For this reason, the assignment is not divided into plots. Within the assignment, there are ample opportunities in the client's eyes, such as combinations of contractors and collaborations between contractor and architect, allowing SMEs to participate.
