Design, development and maintenance of PHP application software (framework agreement)

Design, development and maintenance services of PHP application software. The following services are subject to the tender:

• the design and prototypical implementation (frontend) of an application as well as the provision of HTML and CSS and

• the implementation of applications within the framework of the PHP stack.

Senior Web Designer: The staff involved is significantly involved in the layout and design, taking into account the accessibility of web applications, as well as in the creation of prototypes in frontend development based on Bootstrap, HTML and CSS. Tasks include the design of websites, templates for content management systems and web applications with design programs such as Adobe Creative Cloud, prototyping of multimedia elements, navigation and user interfaces, - Ensuring accessibility in accordance with the Hessian Ordinance on Barrier-Free Information Technology, Barrier-free Information Technology Ordinance - BITV 2.0 and W3C conformity, presentation of design drafts and prototypes in various committees, Provision of HTML/CSS templates in e.g. Zeplin, quality assurance in the implementation of the design specifications.

Senior PHP Developer: The staff is involved in the specification, development, testing and commissioning of applications. Tasks include: - Development of application software in the PHP environment, support in the requirements analysis and specification of the application system as well as in the estimation of effort for development tasks, support in testing (e.g. test automation) of applications, support in the creation of CI/CD pipelines and in the commissioning of applications, - know-how transfer to employees of the client (development and IT administrators).

During the four-year term of the framework agreement, the contracting authority intends to place individual contracts with a total volume of 4800 person-days. The "Senior Web Designer" has an estimated requirement of 800 person-days within the four-year term, while the "Senior PHP Developer" accounts for 4,000 person-days within the four-year term (non-binding estimates).
