Mixed supply and service contract for the implementation and maintenance of a new computer system for the management of Human Resources of the City of El Vendrell.

The object of this contract is the provision of a computer system for the comprehensive management of Human Resources (HR), time control and preparation of the payroll of the City Council of El Vendrell and its dependent autonomous bodies, including the migration of data on current systems, training of specialized personnel and users.

Also the object of this contract is the supply, installation and configuration of nine time control clocks, to replace the existing ones, and which must be compatible with the new computer system.

On the one hand, it is a provision corresponding to a supply contract (licenses and time control hardware) according to article 16.3.b) of Law 9/2017, of November 8, on Public Sector Contracts (LCSP), and on the other hand, a provision corresponding to a service contract (computer system implementation and maintenance), in accordance with article 17 of the LCSP.

These two benefits are directly linked to each other and maintain complementary relationships, therefore, it is a mixed supply and services contract, in accordance with article 18.1 of the LCSP, since it includes benefits corresponding to a supply contract and a service contract and on the other hand, because they also meet the requirements of section 2 of article 34 of the LCSP.

In accordance with article 18.1.a) of the LCSP regarding the rules that will govern the award of mixed contracts, the main purpose is the provision of services.
