The object of the procurement project is the award of a framework agreement for specialist planning services based on the performance profiles of work phases 4 ff. for the planning of civil engineering structures in accordance with § 41 HOAI as well as technical equipment of the telecommunications and information technology systems plant group in accordance with § 53 para. 2 no. 5 HOAI for the implementation of the expansion projects for the construction and expansion of telecommunications infrastructure in the areas of the public shareholders of Laber-Naab Infrastruktur GmbH in three clusters (lots). The framework agreement is to be concluded as a so-called single-partner framework agreement pursuant to § 105 para. 5 sentence 1 GWB in conjunction with § 21 para. 3 VgV between Laber-Naab Infrastruktur GmbH and its public shareholders as the client on the one hand and one company for each of the three clusters (lots) as contractor on the other.

Laber-Naab Infrastruktur GmbH is a public infrastructure company in which 47 municipalities from the districts of Regensburg and Neumarkt i.d. Oberpfalz as well as the district of Regensburg currently hold shares.

The object of Laber-Naab Infrastruktur GmbH is to take over services for the development and expansion of telecommunications infrastructure for the shareholders of the public sector and thus to relieve the municipalities in view of the increasing (political) pressure to act in the course of advancing digitization. For this purpose, Laber-Naab Infrastruktur GmbH integrates external support services for the coordination, planning and implementation of the expansion projects.

Now that the market investigations for the determination of the eligible addresses, the determination of planning bases and the elaboration of a rough plan have been (largely) completed, the present award procedure is now intended to provide specialist planning services based on the performance profiles of work phases 4 ff. for the planning of civil engineering structures in accordance with § 41 HOAI as well as technical equipment of the plant group telecommunications and information technology systems according to § 53 para. 2 no. 5 HOAI for the individual clusters (lots). The retrieval of the services is then carried out on the basis of individual call-offs, usually by Laber-Naab Infrastruktur GmbH and concerns, inter alia, the following areas, namely:

- detailed planning of the wired network infrastructure,

- coordination with public bodies,

- Economic optimisation of route planning,

- preparation of specifications for the award of construction services,

- professional participation in the awards,

-Construction supervision

- documentation of the wired network infrastructure,

- Participation in the billing of services as well as

- Preparation of where-used lists.

The details on the scope of services can be found in Part F of the ("Offer documents (framework agreement and annexes)"). The future contractor will be provided with all existing information, planning, data, etc. from the preparatory work for the provision of services.
