SWEG Südwestdeutsche Landesverkehrs-GmbH is a transport company with state participation and, together with its subsidiaries, operates regular bus services in the urban and interurban areas (ÖPNV) as well as regional rail passenger transport (SPNV) in numerous regions of Baden-Württemberg.
SWEG intends to conclude a framework agreement for itself and the subsidiaries mentioned under point I.1) for the supply of diesel-powered full-low-floor solo buses and full-low-floor articulated buses of class 1, vehicle category M3 in accordance with Regulation (EU) 2018/858 / ECE Regulation R107.
The exact number of vehicles required depends on various transport tenders and has not yet been determined when the framework contract is concluded.
The invitation to tender consists of two lots.
Tenders may be submitted for one or both lots. A separate tender must be submitted for each lot, together with all the declarations and documents requested. The bidder does not have to bid for all lots. The awarding authority awards the contracts by lot. There is no provision for a total allocation of lots.
The calls are made by the clients mentioned under point I.1) in their own name and for their own account.
SWEG Südwestdeutsche Landesverkehrs-GmbH carries out the award procedure as the awarding authority for itself and these subsidiaries.
The respective clients reserve the right to sell the buses back to the contractor after a period of use of 126 months.
Framework agreement for the procurement of diesel-powered full-low-floor Class 1 solo busesDiesel-powered full-low-floor solo buses of class 1, vehicle category M3 according to Regulation (EU) 2018/858 / ECE regulation R107 are required.
The solo buses must be designed for an annual mileage of at least 80,000 kilometers.
The buses are expected to be operated by the respective client for 10 to 14 years.
Upon delivery, the vehicles must comply with the requirements of the relevant specifications for full-low-floor solo buses (Part D, Appendix 1a), the data guaranteed by the manufacturer from the form Table of key figures for individual components (Part D, Appendix 2a), the data guaranteed by the manufacturer from the form Energy consumption and environmental impact (Part D, Annex 4a) as well as the applicable regulations of the EU and ECE, the StVZO, of the BOKraft, the accident prevention regulations (BGV) of the employers' liability insurance associations and the relevant announcements of the Federal Ministry of Transport "Catalogue of requirements for buses and minibuses specially used for the transport of pupils and kindergarten children" (VkBl. 2005 page 604).
The specifications in Part D, Appendix 1a of the tender documents specify the requirements for the vehicles as mandatory minimum requirements. Deviations from the minimum requirements are not permitted. In addition and subordinate to the minimum requirements of the specifications, the provisions of VDV document 230 [Status: 07/2017] "Framework recommendation for urban low-floor regular-service buses" apply.
The solo buses must have at least 35 registered passenger seats (not including folding seats).
The tender covers the supply of 0 to approximately 50 (zero to approximately forty, based on the basic term) diesel-powered full-low-floor solo buses of class 1 for use in urban, regular, occasional and school transport as well as the respective associated services.
Solo buses with a length of about 12 meters are available.
In total, however, the clients will not order more than approximately 70 vehicles (based on the basic term). The exact number of vehicles and the capacity classes in an order depend on the respective requirements of the customer on which this order is based.
The contracting authority reserves the right to change the requirements in the further course of the award procedure as well as in subsequent individual calls.

The buses are expected to be operated by the respective client for 10 to 14 years.

Articulated buses with a length of approximately 18 meters are available.
In total, however, the clients will not order more than approximately 70 vehicles (based on the basic term). The exact number of vehicles and the capacity classes in an order depend on the respective requirements of the customer on which this order is based.
