The city of Hilpoltstein is planning extensive construction work on the Hilpoltstein sewage treatment plant. The main plan is to build new sludge treatment on the sewage treatment plant as well as the renewal and refurbishment of other plant components. A draft plan is already in place and is attached to the procurement documents.
For this purpose, the basic services of the service phases 5 -9 for the technical equipment service profile according to § 55 paragraph 1 p. 2 HOAI, part 4 section 2 for process engineering (plant group 7) and for the performance diagram object planning engineering structures according to section 43 paragraph 1 p. 2 HOAI, part 3 section 3. In addition, the following are provided for this purpose. Special services awarded: local construction supervision for the IBW, creation of inventory plans, participation in the billing of subsidies and monitoring the rectification of defects within the limitation period.
In addition, the basic services of phases 4 to 6 are awarded for specialist planning structural engineering according to § 51 paragraph 1 HOAI, part 4 section 1 as well as the special service of engineering control.

In recent years, various measures have been successively implemented in the Hilpoltstein wastewater treatment plant to adapt the wastewater treatment plant, which was built in the early 1980s, to the development of requirements and to the increased load over the course of more than 35 years. In the meantime, improved technologies have been developed in many areas; various plant components have also reached the end of their service life. For this reason, planning services (up to and including Lph. 4) have already been commissioned. A draft plan has already been prepared and is included with the award documents.

The following measures are therefore foreseen in particular:
- Production of machine surplus sludge pre-thickening and stationary sludge dewatering with buildings
- production of sludge storage with pumping station
- production of a turbid water storage tank
- renewal of pumps and measuring equipment in the existing feed pumping station
- installation of fine computing in an existing computer building with renewal of the sand washing system
- renewal of sliders with operating podiums and occupational health and safety measures on the existing sand trap
- Occupational health and safety measures on existing pre-sewage tanks
- Replace inlet pipe and create a cover for existing pre-thicker
- replacement of the existing heat exchanger
- renewal of the existing process water treatment with booster station
- dismantling and backfilling of existing mud polders

The following areas are specifically affected by conversion measures:
- modification and adjustment of the inlet pump station
- Conversion and renewal measures in the best company building (here: low-voltage main distribution with reactive current compensation, heat exchanger, IDM in the sludge circulation line, heating system, service water treatment, electrical distribution on the upper floor for use as a server room)
- reconstruction and adaptation of the computer building with screening plant and sand washer
- reconstruction and adaptation of the sand pit to the safety requirements
- Conversion and adaptation of the pre-clarifier to safety requirements
- conversion incl. cover of the pre-thickener
There is no surcharge for structural engineering, as structural engineering services are only required for new buildings.

The plant is planned to be completed by mid-2024 due to the approval period for the subsidies. Funding according to RZwAS 2021 will take place.

The total cost of the measure (KG 200-600) is approximately EUR 5 million gross. Property set-up costs and pavement and pathway areas are also included. However, these costs are allocated to KG 200 and 300, which are fully counted among the eligible costs of the engineering structure. A separate performance profile of outdoor facilities is not commissioned.
