The contracting authority requests tenders for a framework agreement for business development services for the municipalities in the Kongsvinger region. The municipalities in the Kongsvinger region have prepared a joint business strategy for the period 2016 - 2028, last revised in 2020. Through the framework agreement, the customers in the agreement shall have access to a strategic partner with qualified and skilled employees for program management and work to operationalise and further develop the strategy.

Please note that the contracting authority has informed the market about the tender contest through the publication of a prior information notice (Doffin reference number 2022-357968) with the intention of shortening the tender deadline, cf. the PPR § 20-2.

The framework agreement shall cover the following needs:

- Program management, operationalisation and further development of regional business strategies for the Kongsvinger region, including:

-- Responsibility for management work through the realisation, operationalisation and further development of business strategies.

-- Responsibility for the coordination of regional business development work, including secretarial work for the regional business forum. 

-- Actively work to implement the measures.

-- Operations and content production for the website and regional office for social media.

-- Coordinated contact with authorities and business-oriented communication.

-- Interaction and coordination between municipalities, businesses, academia and other partners (regional, national and international)

- Other types of assignments:

-- First-line services for individual municipalities:

-- Other assignments within business development in general or for a specific case.

Through the framework agreement, call-offs will be made for regional business development services that are not carried out by the customers, for example for services provided over a period (typically one year) or for specific assignments In addition to providing business development services at the regional level, the framework agreement shall also be entered by the individual municipality to make separate call-offs for projects on business development services. It is voluntary for the municipalities to use the agreement for this type of assignment. I.e. the municipalities are free to carry out their own procurements for their own assignments.

The total value of the agreement of 6 years is estimated to be approx. NOK 55 million, excluding VAT. A framework agreement will be signed with one tenderer. The framework agreement will be valid for 2 years calculated from the date the contract comes into force. The contracting authority has the unilateral right to extend the contract for 4 additional years. Tenders cannot be submitted for parts of the assignment. The contract contains provisions about administration of the contract (secretarial contributions).
