Contracting of the design, engineering, construction, supply, installation, and commissioning of 220kV AC Offshore Substations for the Ostwind 3 and Gennaker projects in the Baltic Sea.

The tender will result in the award of a framework agreement to the tenderer ranked first (‘Core Contractor’), second (‘Back-up Contractor 1’) and third (‘Back-up Contractor 2’) in the award decision. If less than 3 submitted binding bids are compliant, the Contracting Entity can award a framework agreement to a fewer amount of tenderers.
As part of the Ostwind 3 and Gennaker projects, 50 Hertz is responsible for the offshore grid connection for the designated offshore wind farm development area O–1.3 including a company owned and operated offshore platform and new substation.
The location of the project is an offshore site North-East of the island of Rügen close to the existing wind farms Arkona Becken and Wikinger.
The scope of works will includes the design, procurement, fabrication, transport and installation and commissioning of an OSS including substructure and all platform systems and its related project management and coordination activities.
As per section 7 of our 'GOP-OSS-3AA-00-C-01-GOP Procurement Scope Description' document (provided with the tender package), the fabrication yard on which the works under this contract need to be performed must be compulsorily mobilized within a radius of 3 100 kilometers around the contracting entity's office location in Berlin, Germany. This restriction is necessary:
(i) considering the availability of the contracting entity's personnel;
(ii) to restrict the environmental impact of the platform construction (including the impact of:
(a) the transportation and installation campaigns of the platforms;
(b) the delivery of contracting entity's free issued material to the fabrication yard; and
(c) the travel distance of the contracting entity's personnel that needs to be available on the fabrication yard); and
(iii) ensure the transparency and cost management in assessing the related tenders (notably for free issued materials).
