Research project on the influence of information for the Norwegian general election in 2021

The Ministry would like to have

1. an external mapping and analysis of goal-orientated attempts at influencing via information from international actors before and during the Norwegian election in 2021. The tenderer must map information that is spread over the Internet, with particular emphasis on goal-orientated campaigns, both on websites, social media, established and alternative news sites, as well as internet forums and internet communities. The tenderer must identify which actors spread misinformation that is aimed at Norwegian inhabitants.

2. a scenario development that sketches different scenarios for influencing during a Norwegian election. The scenarios must be based on any finds in the first part of the assignment, as well as international experience and other possible events that could occur. The contracting authority must hint at what the consequences of the different scenarios can be, as well as how the election authorities can contribute to preventing and dealing with such events.

The first report must be submitted to the ministry by 15 December 2021. The second report must be submitted to the ministry by 1 April 2022.

The estimated value of the contract is from NOK 2 million to NOK 2.6 million excluding VAT. The estimated value is not binding for the contracting authority.
