Traffic forecast 2035 - Part 5: Inland navigation forecast 2035

The traffic forecast 2035 consists of. Partial forecasts that are closely interlinked:

- Part 1: Population forecast 2035;

- Part 2: Economic and transport development forecast 2035;

- Part 3: Road traffic forecast 2035;

- Part 4: Railway traffic forecast 2035;

- Part 5: Inland navigation forecast 2035.

The subject of this invitation to tender is the "Inland navigation forecast 2035" (= Part 5 of the traffic forecast 2035).

The “Inland Waterways Forecast 2035” refers to both inland waterway traffic (goods and passenger traffic) and sea traffic (seaward goods traffic and passenger traffic flows from and to the German seaports including the Kiel Canal (Kiel Canal)) on the sea and inland waterways.

The subject of this invitation to tender is the "Inland navigation forecast 2035" (= Part 5 of the traffic forecast 2035). The task is to determine the traffic load figures of the federal waterway network for the base year 2017 and the forecast horizon 2035 for each section.

The inland navigation forecast 2035 includes the following subject areas that the contractor has to deal with:

- Network preparation for the analysis year 2017 and forecast horizon 2035 for freight and passenger traffic;

- Data preparation for the modeling of the analysis year 2017 for passenger transport;

- Modeling of the analysis year 2017 for freight and passenger traffic;

- Traffic demand calculation for freight and passenger traffic on federal waterways for the forecast horizon 2035 (allocation);

- Comparison of the traffic forecast for 2035 with the allocation of the traffic forecast for 2030 to the routes of the federal waterway network (only freight traffic);

- Implementation and proof of quality assurance;

- Coordination with the contractors of the other parts of the traffic forecast 2035;

- Documentation of the results;

- result tables that can be further processed;

- cartographic (GIS-enabled) maps;

- final report;

- Method report.

Furthermore, the contractor of the economic and traffic development forecast 2035 (= part 2 of the traffic forecast 2035) is to be supported in the preparation of his partial forecasts.

The traffic integration matrices developed in the economic and traffic development forecast 2035 are to be applied to the federal waterway network as the basis for the review of the requirements plan.

For this purpose, the waterway network model must be prepared for the analysis year 2017 and for the forecast horizon 2035. In the “Analysis Network 2017”, all infrastructures on the waterway side that were in operation in 2017 must be taken into account. In the “forecast network 2035”, all water-side infrastructures that were in operation in 2017 plus all infrastructure measures that are classified as urgent or as ongoing and newly assigned measures in the waterway requirement plan must be taken into account.

The reallocation is differentiated according to freight traffic and passenger traffic. For passenger traffic, the differentiation is still specified by the client. The apportionment calculation is to be carried out for the base year 2017 and for the forecast year 2035 - initially for a plan case (= plan case 1 "Forecast scenario 2035 foreseeable path" of the traffic development forecast 2035). The different route characteristics for the analysis and forecast networks must be used as a basis. Feedback of any deviations from the results of the economic and traffic development forecast must be made. The work is therefore to be discussed and documented in close cooperation with the client and the contractor of the economic and traffic development forecast 2035 (Part 2 of the traffic forecast 2035).

In addition, coordination / presentations with the AG and additional presentations of the results for third parties at the BMVI headquarters in Bonn or Berlin are planned.

A cost framework of EUR 490 100.00 is provided for the services.
