The purpose of Isomäi balling hall project is to build a ball parlour for training and racing. In addition to training and racing activities in various indoor ball sports, future users of the facilities include exhibition and event organizers.
The place form is a collaborative KVR contract that follows a competitive negotiation procedure. The aim of the project is to produce a comfortable and representative property for the subscriber, where both movers and the public can enjoy the joy of physical activity both physically, as well as mentally, and that encourages participation and use the diverse range of activities provided by the hall in accordance with the application material.
The subscriber selects the three candidates with the highest score of the applicants who have submitted their application for entry to tender. 3 bidders are selected for the negotiation procedure, except where there are fewer suitable candidates. If there are more registered candidates, the criteria set out in the entry application form will be used to limit the number of tenders. If qualifying candidates are not found in 3pc, all candidates who meet the eligibility criteria are selected.
The notice of procured has described the minimum requirements at which candidates are selected for the negotiating phase. During the negotiation phase, the provider develops its own design solution to the target. Tenders have the freedom to design the technical design solutions of the subject as they see fit, taking into account the regulatory provisions, as well as the edge conditions set out by the call for tender, as described in the documents of the tender offer and are detailed in the final call for tender.
On the basis of the amendments undergone in the negotiations, the final call for tenders shall be modified, setting out the final requirements for tenders and the benchmark criteria for them. The contractors who are involved until the end of the negotiations may be submitted to the final call for tender. Bids are assessed in accordance with the final call for tender.
The indicative project timetable is as follows:
- Acquisition phase 02/2022-07/2022
- Joint development phase (development stage agreement) 07/2022-12/2022
- Construction phase (implementation phase agreement) 11/2022-10/2024
The project must be completed and available for deployment no later than 10/2024.
