Bergen Vann KF would like to enter into a framework agreement for the hire and operation of monitoring the sewage network in Bergen Municipality. The scope will be level, speed and quantity measurements in partially filled pipes in the sewage network and in periphery overflows, as well as precipitation measurements and.
Hire: Hire of: Amount meters for overflow, amount meters for the sewage network, precipitation meters.
Operation: assembly and moving of: amount meters for overflow (only assembly), amount meters for the sewage network, precipitation meters.
The contracting authority will interpret the results.
The estimated scope and locations can be changed over time.
Amount meters for overflow.
The amount is to be measured from the level and speed in periphery overflows in the sewage network (i.e., overflows that are not directly connected to Bergen Vann's pump stations), and the number of hours the overflow is in operation. If the tenderer believes that other measuring methods are better, they must be recommended to the contracting authority in each case.
Amount meters for the sewage network.
The level, speed, and amount are to he measured in partially filled pipes in the sewage network.
Precipitation meters
Precipitation and precipitation intensity must be measured in selected places in the run area.
Ordering assembly and moves
If required, the contracting authority will order the assembly and moving of meters. Orders via email will include information on the assignment, the date and location. The contracting authority will make at least one person available, as well as arrange access. The tenderer must have minimum one person present.
The tenderer is to recommend the optimum measuring point based on an assessment of received pictures and videos.
Errors on measuring equipment
Errors on meters must be corrected within 7 working days calculated from the date the error was discovered, regardless of who discovered the error.
If a meter is working, but has reduced function due to a covering of dirt, fat, etc., the contracting authority will carry out simple maintenance to re-establish operational status. The tenderer must report (email) suspicions of reduced operational status without undue delay. The contracting authority must report (email) maintenance that has been carried out (independent of who discovered the operational problem) each week.
Sensor battery
The tenderer must report (online or by email) the battery status each week. The report must, as a minimum, include error messages and the estimated date for changing the battery.
The contracting authority will change the batteries and report (email) this. The tenderer must order the batteries to be delivered to Spelhaugen 22, 5147 Fyllingsdalen or another agreed location (not subject to invoicing). Sufficient batteries are to be stored at the contracting authority so that there is no risk of running out. The contracting authority will see to any charging or disposal of batteries.
Review of a measuring point
A review of all locations must be carried out (amount meters for overflow, amount meters for the sewage network, precipitation meters) at the latest 1 month after the start-up meeting. The tenderer will have received pictures and videos in advance.
The tenderer can use the review of a measuring point for assembly (invoiced). The estimated duration is 1-2 days without assembly (the date is to be agreed at the start-up meeting). At least 1 representative must participate from both the contracting authority and the tenderer.
Time schedule:
The start-up meeting and contract start will be as soon as possible after the process has been completed.
