This is not a call for tenders, but, in accordance with a competitive dialogue, a notice of participation for transport operators (Act on Public Procurement and Concession Contracts §36 and §37). With the notice of participation, the operators are asked to apply to become an Operator/Tenderer in the tendering process for Tornio urban transport. The submission of a request to participate within the time limit shall be a condition for participation in the negotiated procedure. Applications submitted after the deadline, or subsequent tenders, cannot be received, and it is not possible to participate in the tendering process without an application submitted within the deadline.

The regional municipal public transport authority of Sea Lapland will use agreements based on gross compensation to put out to tender 1) Tornio urban transport and 2) public transport services from/to Tornio. The operation of the procurement site will start in summer 2023. The routes and timetables, the number of vehicles and cars, the fleet requirements and other information and prerequisites related to the procurement will be specified in the invitation to tender to be published later. The planned contract period is 15.6.2023 - 1.8.2028 plus one (1) two (2) year option option. The Act on the Environmental and Energy Efficiency Requirements of Vehicle and Transport Service Procurement, which entered into force on 2.8.2021 (740/2021), is applied in procurement.

The operation of the procurement site will start in summer 2023. The routes and schedules, the number of vehicles and cars, the fleet requirements and other information and prerequisites related to the procurement will be specified during the negotiations in the invitation to tender published in January-February and later in March.
