The aim of the procurement is to get an operator in place for the operation of the route Kleppestø-Strandkaien (the Askøy route) and route Knarvik-Frekhaug-Strandkaien (the Nordhordland route). For further information on the requirements for fulfilling the contract, see the contract document for delivery requirements in chapter 2, requirements for vessels in chapter 3, requirements for route production in chapter 4 and climate requirements in chapter 5.
The contracting authority would like to enter into a joint contract for the operation of the two routes with one operator.
The contract period is from the date the contract is signed until and including 15 January 2040. The start-up of operation must be latest 20 January 2025, with an option for the winning operator to start up earlier. See the contract point 1.1.6.1.
Skyss estimates an annual contract sum of approx. NOK 68 million to NOK 73 million deducted support and estimated one-time costs connected to energy infrastructure, grid upgrade and quay improvements of NOK 47 million to NOK 51 million. This is equivalent to NOK 70 million to NOK 80 million a year if the costs of the energy infrastructure, quay improvements, and grid upgrade are spread out over the years, and after the deduction of support from the NOx fund and Klimasats. These estimates do not include the contract's rights to change and options, partly the operator's right to start operations earlier, the contracting authority's right to increase the route production, access to require larger and/or extra vessels on the routes, change rights.
