The contracting authority seeks to acquire the services of documents (technical description (specifications) of the modernization of the legislative information system), preparation of future procurement documents and maintenance of the project. The goals are to carry out the legislative process in the electronic space; increase the openness, transparency, quality, consistency, efficiency and concentration of legislation; to register and evaluate the comments and proposals of the public on the legislative initiatives expressed, draft legislation, monitoring of legal regulation.

The supplier will have:

1. To carry out a detailed analysis of the activities and the environment of the Legislative Information System (TAIS) and to prepare the requirements for the modernization project.

2. To prepare the TAIS specification in accordance with Annex 4 "Requirements for the preparation of the technical description (specification) of the State Information System", approved by Order No T-29 of 25 February 2014 of the Director of the Information Society Development Committee under the Ministry of Transport and Communications, annex 4 "Requirements for the preparation of the technical description (specification) of the State Information System", the structure established in the aforementioned methodology and the Feasibility Study.

3. To prepare the procurement documents for the modernization services of the TAIS.

4. To evaluate the tenders of the suppliers of the tais modernization services to the specified extent.

5. To provide tais modernization maintenance services.
