Since 01.04.2020, the city of Mannheim, together with the German Red Cross district association Mannheim, has been the holder of the Mannheim Integrated Service Unit (ILS), which is managed in the form of a gGmbH. It is based in the main fire station and is responsible for all non-police requests for help in the city area of Mannheim. With the creation of the ILS on 01.04.2020, the existing CEBOS 2000 operations control system was taken over from the previous fire control center and adapted to the needs of the rescue service. Due to the guarantee of the security level for the installed IT hardware as part of the maintenance contracts, it is absolutely necessary to renew it. In order to meet current and future technical and structural requirements from the various areas of security, the city of Mannheim intends to issue a tender for the renewal of hardware technology as well as software, including the operations control system (ELS). This renewal is to be accompanied by a specialist planner. The price for the service offered is broken down according to the HOAI based on the service phases (1-3 and 5-9). The total price for the specialist planner performance is evaluated in terms of Section 53 (2) No. 5 HOAI.
