The procurement is carried out as a procurement ring, in which the separately mentioned organizations participate. The City of Hämeenlinna (hereinafter referred to as the Client) acts as a contracting entity authorised by the participating organisations. Some entities are included as an option, that is, they can acquire services through this agreement. In addition, some organizations reserve the right as an option to acquire part of the services of the contract, that is, do not commit to the purchase of all services.

For the sake of clarity, it is stated that for the participating organisation (including the City of Hämeenlinna), the service will start at the earliest when the organisation's previous (previous) agreement on the corresponding service has ended. For example, if an organisation has a valid contract for telecommunications services until 30.4.2024, that organisation may start purchasing telecommunications services on the basis of this procurement from 1.5.2024 at the earliest.
For the electronic notification of the award decision, the tender shall ask for the electronic contact details of the tenderer to be provided.
DESCRIPTION OF THE INVITATION TO TENDER
The contracting entity shall request a tender for the following set of services:
Closed telecommunications network, firewall services, internet connection, LAN devices as a service, and related options.
Procurement is divided into three areas on a geographical basis:
A) Hämeenlinna region
B) Forssa region
C) Riihimäki region
A provider may only provide services for one or more areas. All the services of the invitation to tender and the requirement specification (Appendix 1) must be offered for all the areas offered. Separate requirement specifications and price attachments must be filled in for each of the areas offered. The comparison and procurement decision are made separately for each area.
Alternative offers will not be accepted. More detailed tender requirements can be found in Annex 1 to this invitation to tender, where the minimum and quality requirements for the services to be provided are indicated.
The procurement complied with the Law of Supply. The procedure is an open procedure above the EU threshold.
The tender documents are in Finnish and the offer must be issued in Finnish.
VALIDITY OF THE TENDER AND GROUNDS FOR REJECTION
The offer must be valid for six (6) months from the last possible date of submission of the offer. Neither the contracting entity nor Learnpoint Oy pays compensation for submitting the tender in question.
Under the Act on Public Procurement, contracting entities are obliged to reject tenders that are incomplete and do not comply with the invitation to tender or have arrived late.
The contracting entity reserves the right to reject all tenders if the tender prices are clearly higher than the general price level or if the tenders are manifestly unfavourable to the contracting entity.
USE OF SUBCONTRACTORS
The Supplier has the right to use subcontractors in the implementation. The Supplier is responsible for the work, operations and quality of subcontractors to the contracting entity, and any complaints concerning the subcontractor's operations and compensation claims are addressed to the Supplier by the contracting entity. The supplier selected in the tendering process must notify the contracting entity of the subcontractors it uses before the project is carried out.
PUBLICITY OF OFFERS
Where, in the opinion of the tenderer, the tender documents contain confidential business or professional secrets, the tenderer shall clearly indicate in the tender documents the extent to which, in the tenderer's opinion, they should be kept secret. The total prices of the offers are not business or professional secrets. If the actual tender offer document contains business and professional secrets, a public version of it must also be provided.
DEPLOYMENT
The Supplier undertakes to deliver all services to the Customer by the end of 2024 at the latest.
The aim is to make the procurement decision in June 2023 and the contract as soon as possible thereafter. The customer contributes to the implementation of the delivery schedule.
