The subject-matter of the procurement is described in detail in Annex 1 to the Terms and Conditions of Purchase, entitled 'Technical specification for the software upgrade and maintenance services of the seabed database and the marine mapping system' (hereinafter referred to as the 'Technical Specification'), and the terms and conditions of the procurement contract are set out in Annex 4 to the terms and conditions of the procurement agreement, entitled 'Draft procurement contract'.

The "Seabed Database and Maritime Mapping System" (hereinafter referred to as the "System") has been implemented and used by the Lithuanian Transport Safety Administration (hereinafter referred to as the Contracting Authority). It is made up of ESRI ArcGIS and QPS Qimera Clean software products. Software developers develop the System components as a product that is constantly being improved and maintained, i.e. they are constantly releasing new versions, which include not only error corrections, but also the development of new functions, improvement of existing functions, optimization of the system's own operation, adaptation to changing operation of other systems and implementation of new security requirements. The purpose of this procurement is to acquire system software update and maintenance services (hereinafter referred to as the "Services") in order to ensure the uninterrupted operation of the Contracting Authority using this System.
