The subject of the contract is the selection of Contractors (also referred to as "Financial Intermediaries" or "PF") who will perform the task commissioned by the Contracting Authority for the implementation and management of the Financial Instrument "Regional Loan for SMEs", to which the Contracting Authority will make a financial contribution from the funds of the Returned Resources of the Warmińsko-Mazurskie Voivodeship from the financial instruments of the Regional Operational Programme of the Warmińsko-Mazurskie Voivodeship for the years 2014-2020, from which the will be Unit Loans and which will be repaid to the Contracting Authority on the terms and conditions set out in the Draft Provisions of the Agreement.

Details of the description of the item of the order are Annex 1 to the SWZ.

The principles of implementation and all settlements within the scope of the services provided are presented in the draft agreement constituting Appendix No. 2 to the Terms of Reference.

Part I - includes the provision by the Contractor of a service consisting in the creation, implementation and management of the Financial Instrument, consisting in particular in the granting, disbursement and settlement of at least 98 Individual Regional Loans for SMEs with the parameters specified in the "Metric of the Financial Instrument Regional Loan for SMEs" in the total amount of at least: PLN 23,000,000.00 from the financial contribution made from the Resources Returned by the Contracting Authority to the created Instrument supplemented by the Financial Intermediary's own contribution (hereinafter referred to as "PF") in the amount of 1%. As of the middle of the Portfolio Construction Period (assumed by PF in the Business Plan), at least 40% of the above-mentioned Regional SME Loan Limit must be disbursed to the Final Recipients.

Part II - includes the provision by the Contractor of a service consisting in the creation, implementation and management of the Financial Instrument, consisting in particular in the granting, disbursement and settlement of at least 72 Regional Unit Loans for SMEs with the parameters specified in the "Metric of the Financial Instrument Regional Loan for SMEs" in the total amount of at least: PLN 17,000,000.00 from the financial contribution made from the Resources Returned by the Contracting Authority to the created Instrument supplemented by the Financial Intermediary's own contribution (hereinafter referred to as "PF") in the amount of 1%. As of the middle of the Portfolio Construction Period (assumed by PF in the Business Plan), at least 40% of the above-mentioned Regional SME Loan Limit must be disbursed to the Final Recipients.
