The purpose of the contract is to designate a project author, responsible for the complete mission to study and monitor the works (in one firm block and several conditional installments) to improve the PEB of the envelopes and technical installations of several multi-family buildings. houses totaling 157 dwellings and one business, occupied, belonging to the cooperative society Le Logis-Floréal located at avenue de la Houlette, 7, 9, 13 and 37 / Guillaume Crock Avenue 66, 68, 70, 72, 74, 76, 78, 80, 82, 84, 86, 88, 92; 94/1 and 94/2 / Pré des Agneaux Avenue 14 / Rue des Petunias 1, 3, 5, 7 and 9 / Rue des Cyclamens 1 and 3 / Rue des Passiflores 1 and 3 / Rue des Pyrethres 2, 4 and 6 / Rue des Saxifrages 2 / Rue des Valeranes 1, 2, 3 and 5 / Rue des Phlox 2, 4, 5 and 6 / Rue des Spirées 7, 9, 10, 11 and 12 to 1160 and 1170 Brussels in a sustainable vision and ecological.

The budget of works is 9 320 833,99 EUR excluding VAT, fees, connection fees of the boards and other miscellaneous expenses.

The contract is divided into a firm tranche and several conditional tranches: more information in the attached detailed sheet.

For this mission, the contracting authority wishes to appoint a multidisciplinary team composed of an architect and a special techniques engineer.

The contracting authority wishes to have a direct contractual relationship with a multidisciplinary team composed of an architect and a special techniques engineer and in case of the lifting of the mandatory option, an EPB adviser.

In the event that the specific staff needed to carry out all the tasks envisaged are not found within the same professional structure, a team of participants is formed into a group of economic operators. The various natural or legal persons who compose it act jointly on its behalf. The person who will represent the group with regard to the contracting authority and who is responsible for coordinating the studies and services performed by the other members of the association, is the architect.

Each member of the group of economic operators signs his DUME.

Applications that do not guarantee that the contracting authority in the selection phase will benefit from this direct contractual link will be rejected.

The attention of economic operators introducing several applications

(i) in isolation and in consortium with other economic operators, or

(ii) within differently-composed groups) and groups in which they would participate is drawn to the prohibition of multiple participations at the stage of submission of tenders by Article 54 (2) of the Royal Decree of 18 April 2017 . This prohibition means that tenders submitted by tenderers concerned by a multiple participation must all be rejected.

In case of selection of the two candidates concerned by the multiple participation of an economic operator, the latter may only submit an offer in the framework of one of the two candidates. Applicants must anticipate this situation to avoid rejection of their offer.

In case of multiple participation of one or more economic operators, the selection procedure will proceed as follows:

1) in a 1 st time, the contracting authority will proceed to the analysis and provisional classification of the applications concerned, taking into account any duplication;

2) in a 2 e time, it will inform the groups concerned by a risk of double offer of their provisional classification and will invite the operators present in several groupings to choose the one by which the offer is introduced;

3) in a 3 e time, it will proceed to the final classification of the applications after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate an offer.
