New lease of a second police headquarters ("PP 2") by the Düsseldorf police headquarters. For this purpose, the contractor must offer a plot of land in the defined selection area on which he will plan, build and rent PP 2 to the client.
The State of North Rhine-Westphalia (NRW), represented by the Düsseldorf Police Headquarters, intends to rent a second police headquarters (PP 2).
The project is to be realized by planning and new construction of a property specially tailored to the needs of the client, whose sole user will be the client. The rental of an existing property is excluded. The employee parking spaces can also be located on a neighbouring property.
The object of the contract is the conclusion of a rental agreement for a police headquarters to be planned and built according to the requirements of the client in the more precisely defined selection area. The lease should have a term of 20 years with the option for the client to extend the contract once by five years. The award procedure is expected to be completed in June 2024.
According to the approved space plan, the second police headquarters requires approximately 16,300 m² of required program space. Taking into account ancillary areas, traffic areas, technical functional areas, etc., a gross floor area of approx. 35,000 m² GFA(R) to approx. 40,000 m² GFA(R) can be assumed, depending on the design. Depending on the design, this results in a space requirement for the property of approx. 21,000 m² (with underground car park) to approx. 25,000 m² (without underground car park). The program area includes, among other things, a central police custody (ZPG), prisoner collection point (GeSa), a criminal police station, a forensic investigation center, a bistro area, a sports hall with adjacent fitness rooms, office space for various police departments, which are in different relationships to each other and must be arranged according to the client's requirements, as well as other police-specific rooms and areas in the outdoor area, etc. as a garbage collection point / container installation, bicycle parking and outdoor sports area.
In addition, approximately 640 parking spaces are required in carports, large garages and outdoor areas. A detailed individual room programme and functional diagrams shall be attached to the invitation to tender.
The police headquarters is to be located in a central, convenient location for police operations and customer traffic. This is to be understood as a location that enables a fast connection to the supra-local road network as well as public transport, and is located within the defined selection area. In addition, the property must be accessible via a public road with at least two lanes for bidirectional traffic, as well as a two-lane property entrance/exit and a single-lane emergency exit, both of which are or must be permitted to enter and exit the property. Ultimately, the property must meet all the minimum criteria specified in the tender documents.
Since the new location is of particular importance to the client and the indication of the property is an indispensable prerequisite for submitting a first offer in the negotiated procedure, he will only invite applicants to submit a first offer who already prove with their application to participate that they have a suitable plot of land on which the second police headquarters can be adequately accommodated in the future. Candidates have the option of nominating several suitable plots of land with their application to participate. If several plots prove to be suitable, the applicant must decide, after being invited to tender, for which of his suitable plots he wishes to submit an offer. In addition, candidates are free to change plots for the indicative offer: other plots will be admitted to the indicative offers if they meet the minimum criteria specified in the competition. At the latest at the time of transfer of the leased property, the contractor must also be the owner of the property or the owner of the leasehold on the property on which the second police headquarters is to be built.
