The contracting authority (Dienst Dommelvallei) consists of 4 organisations; Service Dommelvallei and municipality Geldrop-Mierlo, municipality of Nuenen, municipality of Son & Breugel.

The agreements consist of the working delivery and then the provision of a system for enforcement and the working delivery and then the provision of cameras. Both including maintenance and support.

The agreements take effect immediately after signing. This is also when the deployment starts. The initial term of both agreements starts on 1 December 2023 and is entered into for a period of at least 4 years and a maximum of 8 years. Acceptance and go-live of the ICT Performance will take place no later than 30 November 2023.

The purpose of this procurement is to enable contracting authorities to carry out their supervisory activities in a lawful, adequate and (cost) efficient manner.

The procedures for entering, recording and retrieving data must be embedded in the system. Authorized employees in both the field service and in the back office have access to data for the performance of their tasks.

A joint agreement shall be entered into with a single service provider for the enforcement software, the draft of which shall be annexed to the tender document. For the municipality of Geldrop-Mierlo, the same service provider enters into a separate full-operational lease agreement for the cameras, the concept of which is attached to the recommendation document. The supplier of the enforcement software is the point of contact for the cameras, even if he offers the cameras through a subcontractor.
