Assistance mission to the contracting authority for the citizen dialogue process carried out as part of Operation Doulon Gohards
Characteristic of the operation: the site of the ZAC Doulon-Gohards is located east of Nantes. The operation was created in 2016, on a perimeter of 180ha. It is part of a territory of the borders of eastern Nantes, north of the Nantes-Paris railway beam, between the village of Vieux-Doulon and the commune of Ste-Luce-sur-Loire. It is composed of market gardening, partly revived, and humid and wooded lowlands, or backfilled. It is drained by the 2 streams of Gohards and Aubinière, which converge before crossing the site of the former stretch of Mauves, between railways and boulevard, then the meadow of Mauves, grassland classified Natura 2000.The project affirms a requalification of this territory by an urban agriculture of open land, a hydraulic and ecological restoration of about 100 ha of natural areas, the construction of a working-class district of affordable home ownership and adapted housing of about 2,700 housing units (25% social housing, 30% affordable housing and 45% free access housing), the commercial and urban reinforcement of Vieux-Doulon, a village within the metropolis, a territory in transition for the city of tomorrow, irrigated by a network of pedestrian and cycle public spaces and pooling local service programs in the heart of the fragments (car parks, collective services, green spaces and conviviality, ...) To date, the 1st operational phase has been launched with the re-operation of the vegetable farms, the requalification of the rue de la Papotière and the construction of the Gohards Nord and Louetrie fragments, integrating in particular the new school group. This framework agreement concerns the implementation of a new cycle of inclusive, ambitious participation adapted to the specificities of the urban project and to the height of its ambitions in terms of environmental transition and support for the existing and future district, in the second operational phase. In particular, AMO will have a role of strategist, mobilizer, facilitator, mediator, facilitator and channeller of divergent interests. The missions entrusted on the basis of the framework agreement will focus on: Part A: review of the 2019-2023 consultation report and rehabilitation of the strategy and its implementation for the next consultation cycle (2024-2028) Component B: coordination of AMU for monitoring the use of the first fragments Component C: definition of operational participatory approaches, in declination of the strategy developed under strand A Strand D: declination of the communication strategy specific to the deployment of consultation actions Strand E: device for animating the urban project with institutional partners (Loire route, contributions to metropolitan debates)
