The objective of the procurement is to supply the new municipality's child protection services’ need for the following services:
• care changing measures,
• compensatory measures,
• control measures,
• stabilising measures,
• measures for families with massive and complex measures.
The measures can be aimed at children, youth, families, parents and other care givers, for example, foster parents.
Refer to appendix 2, requirement specification, for a more detailed description of the purpose and scope of the procurement.
Care changing measures means measures that provide assistance to care givers to implement the care assignments in a manner that provides positive development for the child. Care changing measures can be directed toward emotion care, practical care or both parts.
Emotional care means providing the child with the experience of being seen, accepted, understood and loved and that the care giver is available and can help when things are unsafe or difficult.
Practical care means framework conditions for the child's development in areas such as:
— food, clothing, finance, hygiene;
— supervision and protection, procedures, structure and stability;
— stimulation and follow-up of health, school and leisure; and
— setting limits and guidance for social standards and rules.
Compensatory measures means measures that compensate for deficiencies in the child's care situation.
The tenderer must be able to provide different types of measures that reduce the burden on the child in the absence of a care situation. The measure must, for example, compensate for individual parent functions, ensure the child has stimulation or participation in activity, etc.
Control measures means measures that protect children against experiences that can damage their health and development. Measures can be aimed at youth and care givers.
Stabilising measures means taking care of and helping families in crisis. Key competence is required in areas such as crisis, trauma and stabilisation work.
Measures for families with massive and combined problems, means that measures for families with a great need for multiple areas where the entire family, family's network and other services must be involved.
