The contracting entity wishes to offer support, maintenance and further development (Application Management services) of a number of selected and related IT systems in a total System portfolio. The system portfolio for the client core systems consists of individual systems to support client case management within the business area, as well as support for necessary information exchange with other authorities. During the contract period, functionality in the Systems in the System Portfolio may be added or removed, existing Systems may be removed from the System Portfolio, and Systems may be added to the System Portfolio. See also II.2.4.
The value of the contract during the ordinary contract period of 5 years is estimated to be approximately DKK 54 million, including clarification and transition phase. The estimated total value of the contract including extensions is shown in II.1.5.
The contracting entity wishes to offer support, maintenance and further development of a number of selected and related IT systems in a total system portfolio. This means, among other things, that the Tenderer must proactively advise the Purchaser on this.
With the aim of creating optimal conditions for the performance of the Contract, the Contract and the related Annexes have a special focus on establishing close cooperation between the Tenderer and the Contracting Entity. Both Parties shall actively, loyally and responsibly contribute to the performance of the Contract. The cooperation between the Parties is assumed to be based on insight and must be characterized by communication and an understanding that the performance of the Contract is a joint project in which both the Tenderer's competencies and the Contracting Entity's knowledge of the System are utilized.
The primary authority task of the Prison and Probation Service is to carry out sentences, including preparing the inmates for a subsequent life without crime. The overall purpose of the systems is to ensure the necessary registration, including documenting and maintaining the necessary basis for decision-making, to perform this business-critical task. The client system is including case and record system for the overall treatment of all clients, i.e. inmates in prisons and detention centers, etc. with associated and subsequent supervision, as well as for persons who are assessed in relation to possible deprivation of liberty. The primary use of the client system is as a support tool for the implementation of punishment and supervision, and not primarily traditional case management as in the rest of the Danish administrative system. Such case management is also an important and integrated part of the Client System, but this is to a large extent subject to the overall consideration of the implementation of punishment, etc. The Prison and Probation Service expects continuous and significant development of the Systems in the coming period, in order to meet the needs of the business, adopted initiatives, political agreements, legislation and more. The change needs for the Systems are generally driven by the four main categories Functional Debt, Simplification Initiatives, Multi-Annual Agreement and Other Developments, which are described in more detail in the Annex. 2.
