The subject of the contract is the provision of standardized talent management software as a cloud solution as part of a software rental with the modules "performance and target management", "succession and development management", "personnel recruitment", "learning" and "compensation".
The subject of the tender is:
1. Software transfer of standardized talent management software as a cloud service with the following modules:
- recruiting and onboarding;
- Performance and target management (performance management);
- Learning (Learning Management) including eLearning platform;
- Succession Planning and Career Development;
- Remuneration = performance-related payment (compensation management).
Along with this, the provision and granting of usage rights (licenses) from productive use is expected to start in the third quarter of 2022. The productive system is expected to be used by around 42,000 of the client's employees (forecast by 2025: approx. 47,500) as well as employees of municipal holding companies , around 14,200 external applicants per year and around 8,000 external training participants per year.
2. Provision and granting of usage rights for a training system and for a test system from the conclusion of the contract,
3. Service and support for the talent management software provided,
4. Documentation of the IT system in German,
5. Initial training for the project team, administrators and multipliers for the modules performance and goal management as well as succession and development management within the framework of competence management, furthermore the module personnel acquisition as well as the topic e-learning platform of the module learning,
6. Optional: Initial training for the project team, administrators and multipliers for the other modules or topics. These are the other topics of the module learning and, if applicable, remuneration,
7. Optional: Provision of e-learning training offers (initial creation and ongoing maintenance) for all advertised modules of the talent management software. The e-learnings can be called up by the client at any time after the contract has been awarded and must then be available by the end of the contract period.
8. Implementation of the operational readiness of the modules performance and target management as well as succession and development management within the framework of competence management, furthermore the module recruitment and the topic e-learning platform from the module learning. This includes:
- Creation and adaptation of the necessary interfaces (see chapter 3.2.2);
- Configuration and implementation of the modules or topics;
- Data migration from the existing IT system (applies only to the recruitment module);
- Execution and support of tests including troubleshooting;
- Support in the commissioning and introduction of the respective modules (go-live) through the provision of expert personnel;
- Accompanying the introduction (early life support).
9. Optional: Bringing the operational readiness for the other modules or topics (optional position without acceptance obligation). These are the other topics of the module learning and, if applicable, remuneration:
- support with the conception;
- Creation or adaptation of the necessary interfaces;
- Configuration and implementation of the modules including any necessary data migration from existing IT systems;
- Execution and support of tests including troubleshooting;
- Support in the commissioning and introduction of the respective modules (go-live) through the provision of expert personnel;
- Accompanying the introduction (early life support).
10. Further support services on call in the operating phase for the individual modules.
