The subject of the contract is to act as a Substitute Investor for the implementation of the investment: "Construction of the Tax Office building with accompanying infrastructure, construction of a transformer station, parking lot in service buildings on a plot marked in the land register No. 3669/4 in Węgrów located at T. Kościuszki 10 Street". A detailed description of the subject of the contract, the scope and conditions of its implementation is specified in: a) Description of the subject of the contract - Appendix. No. 2 to SWZ, b) Draft provisions of the agreement – Appendix. No. 5 SWZ. The Contracting Authority: a) does not allow the submission of variant bids and in the form of electronic catalogues, b) does not provide for the possibility of awarding the contract under Article 214(1)(7) of the Public Procurement Law c) provides for the use of the so-called reverse procedure - Article 139 of the Public Procurement Law, d) in accordance with Article 257 of the Public Procurement Law, provides for the possibility of cancelling the procedure if the public funds that the Contracting Authority intended to allocate to finance the entire contract, were not granted to him.

Kościuszki 10 Street. A detailed description of the subject of the contract, the scope and conditions of its implementation is specified in: a) Description of the subject of the contract - Appendix. No. 2 to SWZ, b) Draft provisions of the agreement – Appendix. No. 5 SWZ. 2. 3. The contracting authority shall not divide this contract into lots, as such division would risk excessive technical difficulties and excessive costs of performance of the contract. The need to coordinate the activities of the various economic operators performing the different lots of the contract could seriously jeopardise the proper, timely and efficient performance of the contract.

4. Subcontractors: all information regarding subcontracting, the Contracting Authority included in the model contract, constituting Annex 5 to the SWZ. The Contracting Authority requires that the Contractor in the statement - the Single European Procurement Document (ESPD) indicates to the Contracting Authority whether it will perform the contract on its own or whether it intends to entrust the Subcontractors with the performance of part of the contract.

5. Pursuant to paragraph 11 section 1 of the model contract, the Contractor is obliged to have civil liability insurance for damage caused in connection with the conducted business activity, including the provision of services subject to this contract, for a guarantee sum of not less than PLN 5,000,000.00.
