Conclusion of a contract for the provision of services covering medical care in a hospital centre for one or more heads of state and government or high dignitaries (VIPs) invited to participate in European Councils, or any other event organised by the General Secretariat of the Council of the European Union. The services required fall within the context of medical support put in place during European Councils, bilateral summits, multilateral summits and extraordinary meetings. The medical structure put in place by the General Secretariat of the Council is based on internal support and external support.
1. Internal support: support organised on the premises of the event. This support is provided by the Medical Service and by external organisations/companies /bodies (Queen Astrid Military Hospital (HMRA), Red Cross);
2. External support: all of the support that is organised outside of the buildings where the event takes place.
The contracting party guarantees a privileged reception and priority medical care to the VIPs, who will be treated without waiting upon their arrival at the hospital centre. The transfer of a single VIP will be made by the HMRA intensive-care ambulance, which will be at the venue of the event. If a VIP is evacuated to the referral hospital centre, the contractor will provide immediate access to emergency services. It will also provide a private area offering an appropriate level of discretion for the VIP and his/her entourage (see point II below). The security of the VIP and his/her entourage will also be guaranteed by the hospital. Direct contact with the head of security will be ensured. If necessary, direct access to the Intensive Care Unit will be provided.
A single room will be made available.
All practical facilities will be made available to the VIP and his/her entourage.
Every effort will be made to guarantee patient anonymity.
At least one member of staff must be able to speak to the patient in French and English.
