The subject matter is the conclusion of a framework agreement for the establishment and provision of an offer for bicycle leasing via the instrument of deferred compensation on the basis of the collective agreement on deferred compensation for the purpose of leasing bicycles in the municipal public sector of 25.10.2020 (TV bicycle leasing) for the employees of the Central Saxony District Office entitled to lease.
The service provider must perform all services that are necessary for the proper execution of the framework agreement to be concluded and the organizational processing. In particular, the following services are to be provided by the service provider:
- Handling of all processes and enquiries, such as ordering, termination, takeover of the leased object, repatriation, claims settlement, conclusion of default insurance, generation of leasing applications and confirmation of takeover for the client's employees.
- Creation of the possibility to enable in a regional extensive dealer network for bicycle procurement in the context of this service description by the employees. At least three dealers must be maintained or guaranteed in the district area.
- Provision of financing/leasing and the organizational and procedural involvement of the leasing company in the service relationship.
- The contractor must offer fully comprehensive insurance, including all wear and tear repairs, if possible from the 1st day of takeover, without a lower damage limit (minor damage limit), without a deductible by the employee and without a cap on the sum of all wear and tear repairs within the leasing period.
- The service provider must offer at least two inspections within the leasing period as part of the service.
- Provision of solutions in the event of early termination of the leasing contract (in the event of illness, accidental death, termination of the employee's employment relationship), as well as the assumption of leasing instalments in the event of incapacity for work (from the 43rd day) and parental leave (see 3.9.1)
- Any waiting time between the conclusion of the contracts and the provision of the bicycle should be as short as possible.
- The service provider is the contact person for all participating employees. For this purpose, he provides various communication channels (e.g. e-mail, hotline or ticket system).
- The service provider provides an internet-based tool on which the processes are handled digitally.
