Description:
General planning sewage sludge incineration plant Buchenhofen

A cooperation of Wupperverband, Bergisch -Rheinischer Wasserverband and Aggerverband and the wastewater companies of the cities of Dusseldorf and Munster intends to build a new sewage sludge mono-incineration plant at the Buchenhofen site in Wuppertal. For this purpose, the aforementioned cooperation partners establish a joint company responsible for the construction and subsequent operation of the sewage sludge monobloc plant. The new sewage sludge mono-incineration plant is to ensure the legally compliant sewage sludge utilization over a period of at least 20 years from commissioning.

The subject of this contract award procedure is the general planning services for the incineration plant (for more details see section II.2.4 of this notice).

On behalf of the above-mentioned cooperation partners, Wupperverband carries out the procurement procedure for the joint venture still in the process of being founded, which will later become the contractual partner of the contractor.

Services of the contractor:

The object of procurement is all planning and monitoring services required for the project, which the contractor must provide as a general planner. Only those planning and monitoring services that are expressly excluded from the contract according to the tender documents (especially tasks and services as SiGeKo in accordance with BaustellV, surveying, preparation of expert reports on geotechnical engineering and inventory analysis) are not to be provided by the contractor.

The general planning services include in particular the performance plans of engineering structures, structural engineering, technical equipment (all groups of installations), environmental impact study, building physics (sound insulation), consulting in the fields of geotechnical engineering and inventory analysis (without expert opinion) and fire protection. In addition, the contractor will be entrusted with additional services, in particular participation in voluntary or necessary public participation events, production of performance audits (in the form of full cost accounts), an odor report, the explosion protection document, the baseline report, required risk assessments and service and operations instructions, coordination and accompanying the initial commissioning according to the German Industrial Safety Ordinance (including documentation), merging all documentation produced by the executing companies into a complete documentation and checking the revision documents "as built".

Further description of the project to be planned:

In the sewage sludge mono-incineration plant to be planned, all sewage sludge produced should be disposed of economically, secured and disposed of in compliance with the legal requirements. A combustion line with a volume design for 36,000 Mg DM per year of dewatered municipal sewage sludge is planned. The plant has to be designed for an availability of 8 000 hours with high automation. Other boundary conditions are the avoidance of substitute or additional fuels, the use of the best available technology (BAT), a secure compliance with the emission requirements and the achievement of economic disposal security. In addition, the following procedural requirements apply: Sludge bunker with dumping and stacking area; Preference for thin-film drying (which should be checked again in the course of the preliminary planning and possibly verified); fluidized bed combustion; Energy use via steam turbine; Ash preparation via silo plant (recycling of valuable material); Flue gas cleaning (including examination of alternative processes taking into account the pollution). There is a location-specific supply and disposal provided.

The existing sewage sludge incineration plant previously operated by the Wupper Association in Buchenhofen will be operated continuously until the new sewage sludge incineration is put into operation. The possible further use of areas and plant components (esp. Chimney and vehicle scales) of this existing plant must be investigated.
