ARAWA Project

Among the many missions of the CSG (Guiana Space Center), one of the most important is that of flight backup analysis and submission. This analysis is done for each new launch in order to evaluate all the associated risks and thus authorize the launch.

Flight backup submission analysis consists of a complex set of simulations that require great power and computational resources. In recent years, physical models and mathematical algorithms have evolved to take into account future launchers (such as ARIANE6), now these new codes have become incompatible with existing equipment at the CSG (which dates from the 2010s).

For these reasons, CNES is seeking to renew all of its IT resources for calculating submissions.

The framework of this case focuses on the supply and installation of specific computer equipment in the CSG buildings.

HPC (High Computing Power) computer systems already exist within the CST (Toulouse Space Center). These are HAL and KTULU. ARAWA, the new HPC system for flight backup, will therefore be similar to the two that already exist in metropolitan France.

The type of process is an ad-hoc European consultation procedure with publication. There will be two phases:

• A call for applications (on the present notice) where a pre-selection will be made and will allow the selected to move to phase 2.

• A consultation phase where all technical and project files will be provided to the selected candidates in phase 1.

The supplies and work expected for this contract will be (non-exhaustive list):

- Definition of the system architecture, preliminary and critical definition,

- Definition of on-site adaptations and preliminary work required (energy, network, technical part development, etc.),

- Supply and transport of HPC equipment,

- Management of CSG industrialists for carrying out the work,

- Site validation and qualification,

- Training of computer maintenance teams and users,

- Guarantee of the service on the anomalies encountered.

The attention of the candidates is drawn to the industrial policy constraints that require the preference of products and services carried out by European companies belonging to member countries of the European Space Agency (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, Germany, France, Greece, Hungary, Ireland, Italy, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Spain, Sweden, Switzerland and United Kingdom). In addition, as part of this supply, in order to meet the expected geographical return requirements expressed below, the proposed industrial organization should give preference as much as possible to products and services produced by European companies nationals of the following ESA Member States (Group 1) Austria, Denmark, Estonia, Finland, Greece, Hungary, Ireland, Luxembourg, Norway, Poland, Czech Republic and Sweden.
