1. The proceedings are conducted on the basis of the provisions of the Act of 11 September 2019. Public procurement law – hereinafter referred to as "PPL" – and implementing regulations issued on its basis,
in particular, the Regulation of the Minister of Development, Labour and Technology of 30 December 2020 on subjective evidence and other documents or statements that the contracting authority may request from the contractor,
in the open tender procedure.
2. Pursuant to Article 139 of the Public Procurement Law, the Contracting Authority shall first examine and evaluate the bids, and then make a subjective selection of the contractor whose bid was rated the highest,
in the absence of grounds for exclusion and meeting the conditions for participation in the proceedings.
3. Pursuant to Article 257 of the Public Procurement Law, the Contracting Authority reserves the right to cancel the procedure in question if the funds that the Contracting Authority intended to allocate to finance all or part of the contract in question are not granted to it.
Part 1 Supply of materials for navigable route marking in the area covered by the Technical Support TeamThe subject of the contract is the supply of navigation signs such as: buoys, shore navigation signs along with accessories for the purpose of marking the shipping route on the Vistula River. The materials supplied must meet the requirements set out in the Regulation of the Minister of Infrastructure of 28 April 2003 on navigation regulations on inland waterways (i.e. Journal of Laws of 2003r.nr 212, item 2072).
1. Red day buoy (roller) with III generation foil + mooring set (line or chain + anchor block + shekel) - 60 pcs
2. Green day buoy (cone) with III generation foil + mooring set (line or chain + anchor block + shackle) - 60 pcs
3. Yellow buoy (cylinder type) + mooring set (rope or chain + 2 anchor blocks + shekel) - 20 pcs
4. Additional stainless steel swivel - 20pcs
5. Order signs with posts – B.1 - 10 pcs

Part 2 Delivery of materials for the purpose of marking the navigable route at the Hydrotechnical Facility in WłocławekThe subject of the contract is the supply of navigation signs such as: buoys, shore navigation signs along with accessories for the purpose of marking the shipping route on the Vistula River. 2. Prohibition shipping signs: A.2 (no overtaking) - 2pcs
3. Navigation signs of the order: B.1 (order to move in the direction indicated by the sign) - 1 pc., B.5 (order to stop) - 2 pcs.,B.6 (order not to exceed the specified speed in km/h) 4 - 2 pcs., B.7 (order to transmit a sound signal) - 2 pcs., B.8 (order to exercise extreme caution) - 3 pcs.
4. Navigation signs restrictions: C.3 (crossing width limitation) 11.60 - 2 pcs, C.5 (navigable route boundary away from the right bank in meters given on the number on the sign) 90- 5 pcs
5. Indication signs: E.1 (permission to pass) - 1 pc., E.3 (weir in close proximity) - 1 pc., E.5 (parking permit) - 2 pcs.
6. Sign indicating the outflow from the wide waterway: Square board set diagonally and vertically with white and black vertical stripes (one-sided).- 1pc.
