The services of the contractor (AN) include the structural planning, service phases (LPH) 2-6 according to § 51 HOAI for the conversion, modernization, expansion and expansion of the Sautanz building of the State Chancellery in Mainz (due to in-house work, partial omission of Basic services or partial services of basic services).
The basic services are supplemented in particular by the following special services:
- Calculations of essential load-bearing parts that can be checked earlier and are suitable for execution,
- Additional work for special constructions or special constructions,
- proof of earthquake safety,
- Analysis of the building structure and building elements according to BNB,
- Participation in the topics mentioned in the Annex Specific Performance Obligations for Sustainable Building (see tender documents),
- Participation in the examination and evaluation of offers and ancillary offers.
Urban planning:
The so-called “Sautanz” or the old armory is part of a building ensemble that is located in close proximity to the Rhine. Together with the new armory, it forms an inner courtyard, which is completed in the southern part by a wall.
Building structure and history:
The 3-wing system in the shape of a horseshoe was built around 1604 in its current basic form. In the central axis there is a stair tower, here is also the main entrance. The building was almost completely destroyed in the Second World War. Only the cellar vaults, some outer walls and 2 gable walls remained.
At the end of the 1950s, the south wing was expanded for the SWR. Pollutants (KMF) built in from this period are still present in the basement. The technology is currently housed under the partially basement courtyard. The building is two-story with a steep mansard roof, in which the lower level in the roof space has been converted into office space. The loft is currently unused. The conversion and expansion does not take place during ongoing operations. The existing building will be vacated for the duration of the measure.
The building is a historical monument.
In order to concentrate the employees of the State Chancellery, who are currently still spread over several locations, in one location, the existing "Sautanz" building is to be renovated, the loft of the attic is to be expanded and an additional building to be built. The area of the existing garages is planned as the location for this. These are to be torn down and replaced by a new administrative building. Barrier-free access to the two buildings should be made possible, as well as an internal connection.
The following uses are to be accommodated in the new building:
- offices,
- Conference and seminar rooms.
Description of the technical building equipment:
The office areas are naturally ventilated. Larger meeting rooms are to be assessed according to AMEV and mechanically ventilated. The entire basement must also be mechanically ventilated and, if necessary, dehumidified. The basement areas will be equipped with water detection detectors.
The utility and electrical engineering trades are being completely rebuilt. The installation is generally carried out in a flush-mounted version.
Individual rooms are connected to an intrusion alarm system.
A construction site office will be made available for the duration of the measure.

- Start of construction: 05/2025,
- Completion: 09/2027,
- Start of use: 10/2027.
Budget construction costs KG 300 + 400:

- total: 10 715 000 EUR gross.
