Conclusion of a framework agreement for maintenance cleaning in the property Pionierkaserne a. d. Schanz, Technical Area L/W PiÜbPl, StOSchAnl Stammham and Bundeswehrkaserne Münchsmünster
Preparation of an offer price based on the service description and the room directory. The procurement rules provide for a division of lots. However, it is difficult to divide lots within the area of responsibility of the OBM IN. The pioneer barracks with the largest scope of cleaning is to be regarded as one unit in any case. A division of this property is therefore not possible. This leaves only the Bw barracks Münchsmünster, the pioneer training area (L/W) and the collection site shooting range Stammham for an independent lot.
Although the PiÜbPl provides for regularity and predictability of cleaning, it does not have too large a cleaning area, as there are mostly storage and storage areas and only a few office, training and sanitary rooms on this property.
In the Bw-Kaserne Münchsmünster there is a regular cleaning portion. However, the cleaning of several buildings depends on the practice operation in the property and is therefore subject to various irregularities. The accommodation buildings, which also represent the largest cleaning area, are only included in the cleaning if they are occupied. In addition, construction measures will be carried out in various construction phases in these accommodations over the next few years. During the construction project, there will be no occupancy in the buildings affected by the construction phases, which also reduces the cleaning accordingly. The construction project and subsequently additionally necessary building maintenance measures will take some time. A completion of the measures cannot yet be determined.
The collection site shooting range Ingolstadt-Stammham is located about 15 km away from the main cleaning needs in Ingolstadt. Here a daily cleaning is provided, but only to a very limited extent. In addition, the cleaning cannot be made flexible here, but is bound to fixed cleaning times because of the shooting operation.
In the case of an independent lottery allocation for the three smaller properties, it is to be feared on the basis of the facts presented that no or only a small number of offers will be received for these lots and/or that the invitation to tender will not achieve an economic result. If all four properties are combined into one lot, it can be assumed that the regularity in the pioneer barracks as the largest cleaning unit, in particular the changing scope in the Bw barracks Münchsmünster and the special features in the collection site shooting range Ingolstadt-Stammham can be compensated for taking into account the overall scope.
