Contracting entities shall tender contract for the operation and modernization of the Common Public Data Benefits (hereinafter Data Distributor). This includes the transition, operation, support, maintenance and further development of the Current Data Benefits. After transitioning into and parallel with the provision of services to the current Data Benefits, the supplier must develop in close cooperation with contracting entities a Modernized Data Benefits. In parallel with the commissioning of the Modernized Data Benefits, the current Data Benefits are phased out and the supplier must then provide the operation, support, maintenance and further development of the Modernized Data Benefits.
In: Background and purpose:
Contracting entity (SDFE) tenders contract to operate and modernize the Data Distributor. Following the transition of the Current Data Benefits, the supplier must provide the operation, support, maintenance and further development of the Current Data Benefits, and in parallel develop a Modernized Data Benefits in an agile collaboration with the SDFE. From the commissioning of the Modernized Data Benefits, the current Data Benefits shall be phased out after a parallel period of operation, which must be implemented efficiently and with the least inconvenience to users. After this, the supplier must provide operations, support, maintenance and further development to the Modernized Data Benefits.
The purpose of developing the Modernized Data Benefits is to create a timely technological platform that supports the efficient distribution of basic data and enables continuous adaptation to the needs of users (e.g. contracting entities, registry authorities, user organisations, businesses and citizens).
The data distributor is a societal critical system of community public data distribution where users can find and retrieve basic data from public records on persons (CPR), businesses (CVR), buildings, homes, addresses, properties, data on locations, maps and geography. The data distributor answered 354 million web service calls for registry data in Oct 2021 and 952 million calls for geodata. Outgoing data traffic was about 51,200 GB. The numbers are expected to rise.
The data distributor shall ensure the availability of basic data through high up- and response times, uniform technical interfaces, high scalability and flexibility, and high security requirements. The supplier shall cooperate with third parties on development, operation and maintenance, among other things.
II: Main Benefits:
The offering includes the following main offerings:
1) Transition Ind, including safe and stable acquisition of the Data allocation, implementation of, e.g., project management, transit organisation, building of operational capacity, transfer of environments and data, and acquisition of knowledge from the provider.
2) Agile development of the Modernized Data Benefits, including through a design and planning phase, incl. PoC, as well as a development phase based on vendor product vision and advice. Development is agile in close cooperation between the Parties in support of SDFE's business objectives and needs so that a new Modernized Data Benefits can be implemented after a time-limited period. Development includes new functionality, as well as any reimplementation and reuse of parts of the Current Data Benefits.
3) Ongoing Services to the Data Distributor
- Infrastructure operations, including the operation of infrastructure, virtualization platforms and applications, including operating systems. The supplier is responsible for efficient and stable infrastructure operations as well as Capacity, Configuration, Patch, Release and Deployment-Management, as set out in the Operational Processes (OP), to support high requirements for up- and response times, ongoing scaling and agile development.
- Application operation, including database management, middleware operation, backup, restore, Configuration, Patch, and Release and Deployment-Management, cf. - Application maintenance, including ongoing and preventive maintenance of the application, minor changes, new versions, bug fixes, Release Management, 2nd and 3rd line support and hypercare, cf. OP, mhp. to support high up- and response times. Application maintenance is provided agile to the Modernized Data Benefits.
- Support, including liability for handling incidents, problems, service requests, user management, cf. OP, to ensure high availability for users.
4) Ordering services, including further development, consulting and standard booking services.
5. Transition Out and other terminations, including repatriation, in case of termination of contract or, if any, transfer to a new supplier.
